CITY OF RIVERSIDE <br />CITY COUNCIL <br /> <br />COUNCILMEMBERS <br /> <br />Minutes of: <br />Time of Meeting: <br />Place of Meeting: <br />Date of Meeting: <br /> <br />Regular Meeting of the City Council <br />3:00 p.m. <br />Art Pick Council Chamber, City Hall <br />April 15, 2003 <br /> <br />WARDS <br /> <br />Roll Call: <br /> <br />PUBLIC HEARINGS AND PLANNING REFERRALS AND APPEALS <br /> <br />CASE AM-005-012 - DEVELOPMENT STANDARDS FOR RELIGIOUS <br />INSTITUTIONS - CONTINUED <br />Hearing was called on the proposal of the City of Riverside to amend the <br />Zoning Ordinance (Title 19) of the Riverside Municipal Code to bring the <br />development standards for religious institutions into compliance with the <br />requirements of the Federal Government's Religious Land Use and <br />Institutionalized Persons Act of 2000. No one was present wishing to speak <br />on the matter. No written protests were presented. Following discussion, the <br />City Council continued this hearing to 3 p.m. on April 22, 2003. (See page <br />88-362.) <br /> <br />CASE SP-001-023 (REVISED) - SYCAMORE HIGHLANDS SPECIFIC PLAN <br />Hearing was called to consider the proposal of Albert A. Webb Associates, on <br />behalf of Raceway Ford, to amend the Sycamore Highlands Specific Plan to <br />establish permitted uses and development standards pertaining to <br />commercial land uses in the Specific Plan area. No one was present wishing <br />to speak on the matter. No written protests were presented. The public <br />hearing was officially closed. The City Council (1) upheld the action of the <br />Planning Commission in approving Case SP-001-023 (Revised) subject to <br />conditions; (2) adopted the staff report and environmental assessment as <br />findings; (3) upheld the Planning Commission's determination that the project <br />would not have a significant effect on the environment and concurred in the <br />adoption of a Mitigated Negative Declaration; (4) found that the proposed <br />project could have the potential for adverse effect on wildlife resources and <br />the applicant is responsible for payment of Fish and Game fees at the time <br />the Notice of Determination is filed with the County; and (5) requested the <br />City Attorney to prepare the appropriate resolution for adoption within <br />30 days. <br /> <br />BUILDING FEE CALCULATIONS AND FEE REVISIONS - RESOLUTION <br />Hearing was called to receive oral and written presentations relative to the <br />proposed adoption of a fee resolution or resolutions for fees to be charged by <br />the Planning Department for regulations, products, or services, including but <br />not necessarily limited to Community Development Services including <br />building plan check and building permit and inspections. No one was present <br />wishing to speak on the matter. No written protests were presented. The <br />public hearing was officially closed.
