W A I R h N h B L Y I. l F F <br />RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br />PUBLIC UTILITIES <br />BOARD OF PUBLIC UTILITIES DATE: AUGUST 14, 2017 <br />ITEM NO: 8 <br />SUBJECT: CONSTRUCTION OF THE TENTH AND ELEVENTH STREET WATER MAIN <br />REPLACEMENT PROJECT — APPROVE THE INCREASED EXPENDITURE OF <br />$500,000 FOR WORK ORDER NO. 1619730 FOR A REVISED WORK ORDER TOTAL <br />OF $2,245,000 <br />ISSUE: <br />Approve the increased expenditure of $500,000 for Work Order No. 1619730 for a revised total of <br />$2,245,000 which includes all design, construction, paving and construction contingency costs for the <br />Tenth and Eleventh Street Water Main Replacement Project. <br />RECOMMENDATION: <br />That the Board of Public Utilities approve the increased expenditure of $500,000 for Work Order No. <br />1619730 for a revised total of $2,245,000 which includes all design, construction, paving and <br />construction contingency costs for the Tenth and Eleventh Street Water Main Replacement Project. <br />BACKGROUND: <br />The Board of Public Utilities approved the construction of the Tenth and Eleventh Street Water Main <br />Replacement Project on August 22, 2016. The project entails replacing existing 6 -inch and 10 -inch cast <br />iron and steel water mains installed between 1924 and 1938. Based on their leak history, age and size, <br />these water pipelines are high priorities for replacement to enhance system reliability and increase fire <br />flow. Riverside Public Utilities (RPU) Water Division's field forces are completing the work. <br />The work east of Market Street took place during nighttime hours to minimize disruptions to businesses <br />in the Downtown area. <br />Final paving of the pipeline trenches remains. Staff is in the process of hiring a contractor from RPU's <br />Paving Panel to complete the paving work, and paving will begin in early August. <br />DISCUSSION: <br />Construction costs exceeded the original estimate due to several factors, including conflicts with several <br />unknown underground utilities and other obstructions in this historic part of the City. RPU field forces <br />had slower than anticipated progress during nighttime working hours from carefully hand digging around <br />the conflicts and modifying the pipeline alignment at various locations, requiring additional labor and <br />extra pipe fittings. <br />
