RESOLUTION NO. 714 A RESOLUTION OF THE RIVERSIDE REDEVELOPMENT AGENCY APPROVING THE TRANSMITTAL OF THE PRELIMINARY REPORT AND THE DRAFT REDEVELOPMENT PLAN, AND AFFIRMING THE TRANSMITTAL OF THE DRAFT ENVIRONMENTAL IMPACT REPORT, FOR THE PROPOSED ARLINGTON REDEVELOPMENT PROJECT, AMENDMENT NO. 3 WHEREAS, the Riverside Redevelopment Agency (the "Agency") has initiated proceedings to amend the Redevelopment Plan for the Arlington Redevelopment Project (the "Amendment") to add territory; and WHEREAS, the Agency has prepared a Preliminary Report, Draft Environmental Impact Report (the "Draft EIR"), and Draft Redevelopment Plan for the proposed Amendment; and WHEREAS, the Preliminary Report and the Draft Redevelopment Plan have been prepared pursuant to the requirements of the Community Redevelopment Law (Health and Safety Code Section 33000 et seq.); and WHEREAS, the Draft EIR was prepared in accordance with the requirements of the California Environmental Quality Act (Public Resource Code Section 21000 et seq.) and the Community Redevelopment Law; and WHEREAS, the Preliminary Report shall be transmitted to each affected taxing entity in accordance with Section 33344.5 of the Community Redevelopment Law, and the Draft EIR shall be transmitted to each affected taxing agency in accordance with Section 33333.3 of the Community Redevelopment Law and to each responsible agency in accordance with the California Environmental Quality Act; and WHEREAS, it is recommended that a copy of the Draft Redevelopment Plan, as amended, be sent to each affected taxing entity along with the Prelirmnary Report; and WHEREAS, Section 33346 of the Community Redevelopment Law requires that the Draft Redevelopment Plan be submitted to the Riverside Planning Commission (the Planning Commission") for its report and recommendation with regard to the conformity of the Redevelopment Plan with the Riverside General Plan; and
