L'; A I= R E N E R U Y I I F F <br />PUBLIC UTILITIES <br />BOARD OF PUBLIC UTILITIES <br />RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br />SUBJECT: REVIEW OF CITY OF RIVERSIDE CODE OF ETHICS <br />ISSUE: <br />DATE: JULY 24, 2017 <br />ITEM NO: 8 <br />The issue for Board of Public Utilities consideration is to review and discuss the City's Code of Ethics to <br />determine if there are any recommendations to be submitted to the City Council's Governmental Affairs <br />Committee and the City's Board of Ethics for consideration. <br />RECOMMENDATION: <br />That the Board of Public Utilities review and discuss the City's Code of Ethics to determine if there are <br />any recommendations to be submitted to the City Council's Governmental Affairs Committee and the <br />City's Board of Ethics for consideration. <br />DISCUSSON: <br />On November 2, 2004, the voters of the City of Riverside approved Measure DD adding Section 202 to <br />the Riverside City Charter and requiring the adoption of a Code of Ethics and Conduct for elected <br />officials and for members of appointed boards and commissions within six months of the effective date of <br />the Charter. <br />On April 5, 2016, the City amended the Code of Ethics and Conduct by adding Chapter 2.78 to the <br />Riverside Municipal Code, entitled "Code of Ethics and Conduct." A copy of that ordinance is attached to <br />this report. <br />Section 2.78.110 of the Code of Ethics and Conduct provides that prior to the end of July of each year, <br />"boards and commissions shall agendize and discuss at a regular meeting this Code of Ethics and <br />Conduct and submit to the Board of Ethics any recommendations for the Board's consideration." Section <br />2.78.110 further provides that any such recommendations will be discussed by the Board of Ethics and <br />the Governmental Affairs Committee at their respective meetings. <br />The Governmental Affairs Committee has tentatively scheduled their review of the Code of Ethics for <br />September 6, 2017. In accord with the Code, the Board of Public Utilities has agendized the Code for <br />discussion to determine if there are any recommendations to be submitted for consideration. <br />FISCAL IMPACT: <br />There is no fiscal impact associated with this report. <br />Prepared by: Girish Balachandran, Utilities General Manager <br />Approved by: John A.
