Recommend that the City Council approve the expenditure of up to $54,000 to reimburse
Riverside Public Utilities for Public Works' share of the water main relocation costs.
BACKGROUND:
The Public Works Department (PW) will be constructing an 18 -inch reinforced concrete storm drain
pipe on Cochran Avenue, from Skofstad Street to just easterly of Jones Avenue. The proposed storm
drain pipe will be in conflict with a 12 -inch water main crossing at Jones Avenue and an 8 -inch water
main crossing at Redondo Street. Riverside Public Utilities (RPU) owns the existing 12 -inch and 8 -inch
asbestos cement water mains. In order to clear the way for their project, PW requested that RPU
relocate the interfering segments of water pipeline by August 2017.
PW will fully reimburse RPU for all costs associated with relocating the interfering water pipeline to
avoid conflict with the proposed storm drain pipeline. However, in addition to the relocation work, RPU
has expanded the scope of work to include additional main replacement unrelated to the conflict
beyond the intersection to allow for future pipeline connections without disrupting the intersections.
At the conclusion of the project, PW will reimburse RPU up to $54,000 for their share of the pipeline
relocation costs. The City Council will consider approving the reimbursement on July 25, 2017.
