L'; A I= R E N E R U Y I I F F <br />PUBLIC UTILITIES <br />BOARD OF PUBLIC UTILITIES <br />RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br />DATE: JUNE 12, 2017 <br />ITEM NO: 10 <br />SUBJECT: SECOND AMENDMENT TO THE AGREEMENT WITH SECURICON, LLC FOR <br />PROFESSIONAL CONSULTANT SERVICES FOR A PHYSICAL AND CYBER <br />SECURITY VULNERABILITY ASSESSMENT EXTENDING THE TERM OF THE <br />AGREEMENT TO JUNE 30, 2018, IN THE AMOUNT OF $96,000 FOR A TOTAL <br />CONTRACT AMOUT OF $472,200 <br />ISSUE: <br />Approve the Second Amendment to the Professional Services Agreement with Securicon, LLC for a <br />Physical and Cyber Security Vulnerability Assessment, extending the term of the Agreement from June <br />30, 2017 to June 30, 2018, in the amount of $96,000. <br />RECOMMENDATION: <br />That the Board of Public Utilities approve the Second Amendment to the Professional Service Agreement <br />with Securicon, LLC for the Security Assessment to extend the term through June 30, 2018, with an <br />increase of $96,000 for a total contract amount of $472,200, including 10% contingency applied to <br />original contract amount. <br />BACKGROUND: <br />On January 15, 2016, the Board of Public Utilities approved a Professional Services Agreement with <br />Securicon, LLC (Securicon) in the amount of $342,000, to conduct a vulnerability assessment of all <br />Riverside Public Utilities critical physical and cyber assets. Securicon identified several potential security <br />vulnerabilities and made recommendations to correct the issues to reduce future risk. <br />DISCUSSION: <br />Staff has worked diligently to resolve many of the vulnerabilities identified in the assessment, relying <br />heavily on Securicon for support and security expertise during the implementation phase. Staff <br />recommends extending the Professional Services Agreement with Securicon from June 30, 2017 to June <br />30, 2018, and to increase the contract for $96,000, for continued support to resolve the remaining issues <br />and to perform independent verification and validation of corrected items. <br />FISCAL IMPACT: <br />Sufficient funds are available in the Public Utilities' Administration Account No. 6025000-421000 <br />($24,000), the Public Utilities' Power Resources Account No. 6120140-421000 ($24,000), the Public <br />Utilities' Water Operations Account No. 6200000-421000 ($24,000), and the Public Utilities' Energy <br />Delivery Account No. 6100000-421000 ($24,000). <br />Prepared by: Mujib Lodhi, Utilities Assistant General Manager Operational Technology <br />Approved by: Girish Balachandran, Utilities General Manager <br />Approved by: John A.
