W A I= R h N h R L Y I I F F <br />-- RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br />PUBLIC UTILITIES <br />BOARD OF PUBLIC UTILITIES DATE: MAY 22, 2017 <br />ITEM NO: 13 <br />SUBJECT: CUSTOMER ENGAGEMENT PROGRAM TASK ORDER WITH SOUTHERN <br />CALIFORNIA PUBLIC POWER AUTHORITY FOR SERVICES PROVIDED BY ORACLE, <br />INC. IN THE AMOUNT OF $250,000 THROUGH JUNE 30, 2018 <br />ISSUE: <br />Approve the Customer Engagement Program Task Order between Riverside Public Utilities and Southern <br />California Public Power Authority in the amount of $250,000 for services by Oracle Inc. for energy efficiency <br />through June 30, 2018. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities recommend that the City Council: <br />Approve the Task Order for the Customer Engagement Program through June 30, 2018, between <br />Riverside Public Utilities and Southern California Public Power Authority in the amount of <br />$250,000 for services offered by Oracle Inc. through a Master Professional Services Agreement <br />with Southern California Public Power Authority; and <br />2. Authorize the City Manager, or his designee, to sign the Task Order for the Customer <br />Engagement Program through June 30, 2018, between Riverside Public Utilities and Southern <br />California Public Power Authority in the amount of $250,000 for services offered by Oracle Inc. <br />through a Master Professional Services Agreement with Southern California Public Power <br />Authority; and <br />3. Authorize City Manager, or his designee, to make any minor non -substantive changes to the <br />Customer Engagement Program Task Order without exceeding the previously approved program <br />budget. <br />LEGISLATIVE HISTORY: <br />Several key State legislation mandates govern energy efficiency programs for publicly owned utilities <br />(PUO's): <br />Assembly Bill (AB) 1890 (Brulte, 1996), requires that 2.85% of electric revenue be utilized to fund public <br />benefits programming and must be used in at least one of four areas: demand side management (energy <br />efficiency), renewable energy, low-income assistance, or research, development, and demonstration. <br />Senate Bill (SB) 1037 (Kehoe, 2005), a comprehensive package that sets ambitious energy conservation <br />policies and goals. SB 1037 requires POU's when procuring energy to serve their customer load, to "first <br />acquire all available energy efficiency and demand reduction resources that are cost-effective, reliable, <br />and feasible" and to report kilowatt hour (kWh) savings to the California Energy Commission annually. <br />
