W A I= R E N E R U Y I I F F <br />== RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br />PUBLIC UTILITIES <br />BOARD OF PUBLIC UTILITIES DATE: APRIL 10, 2017 <br />ITEM NO: 11 <br />SUBJECT: ACTION PLAN UPDATE FOR THE FISCAL YEAR 2016 PERFORMANCE <br />ASSESSMENT AND FINANCIAL EXPENDITURE AUDIT BY BAKER TILLY AND <br />ORGANIZATIONAL ASSESSMENT BY HOMETOWN CONNECTIONS <br />ISSUE: <br />Receive and file an update on the action plans for the Fiscal Year 2016 Performance Assessment and <br />Financial Expenditure Audit by Baker Tilly and on the Organizational Assessment by Hometown <br />Connections. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities receive and file this report updating the action plans for: <br />Fiscal Year 2016 Performance Assessment and Financial Expenditure Audit by Baker Tilly; and <br />2. Organizational Assessment by Hometown Connections. <br />BACKGROUND: <br />On July 25, 2016 and July 26, 2016, the Public Utilities Department Performance Audit and the Financial <br />Review of Expenditures for the three year period ending June 30, 2015, was presented to the Board and <br />City Council, respectively. City Council accepted the report and directed the Public Utilities Department <br />staff to return to the Public Utilities Board in September 2016 with a detailed action plan and timeline, <br />including the financial impact. On September 26, 2016, staff presented an update to the Board including <br />a detailed action plan. The Board directed staff to return with a six month update. <br />On April 25, 2016, the Hometown Connections Organizational Review of the Public Utilities Department <br />was presented to the Board of Public Utilities. Subsequent to this review, the external performance audit <br />was completed and presented to the Board and City Council on July 25 and July 26, 2016, respectively. <br />A number of the recommendations between the reviews overlapped. On September 26, 2016, staff <br />presented an update to the Board including a detailed action plan. The Board directed staff to return with <br />a six month update. <br />DISCUSSION: <br />To date, 11 of the 52 recommendations by Baker Tilly have been completed; 17 recommendations are in <br />progress; and 24 recommendations are in the planning/research phase. <br />Sixteen of the 64 recommendations by Hometown Connections are complete; 38 recommendations are <br />in progress; and 10 recommendations are in the planning/research phase. <br />The graphics below reflect progress on the combined recommendations from Baker Tilly and Hometown <br />Connections. <br />
