Award Bid No. 1319813-17RPU for the Conduit and Cable Replacement Canyon Crest Area Circuit <br />1218 Area 1 D Project, to the lowest responsive bidder Asplundh Construction Corp., Anaheim, <br />California, in the amount of $329,738.50; and <br />2. Approve Work Order No. 1319813 in the amount of $967,000. <br />BACKGROUND: <br />On July 11, 2016, the Board of Public Utilities received the Planned Routine Electric and Water Capital <br />Projects Over $500,000 in Fiscal Year 2016/17 report. The report provides an overview of the routine <br />infrastructure projects and highlights the importance of these capital improvement projects. Discussion of <br />these projects provided context and familiarity to streamline Board approval of individual project actions <br />throughout the fiscal year. <br />DISCUSSION: <br />One of the projects discussed was the planned replacement of obsolete High Molecular Weight <br />Polyethylene (HMPE) Cable -in -Conduit (CIC) system in the Canyon Crest residential area. This area has <br />experienced the highest incidence of cable failures, over the past 10 years, and was prioritized for cable <br />replacement to enhance electric system reliability. <br />This project will replace existing aged infrastructure with new conduit and underground electrical <br />distribution facilities to improve the electric service to customers in the area. A new electrical system loop <br />will help reduce outage interruptions times. Replacement of aged underground infrastructure is identified <br />as part of the Utility 2.0 Electric Infrastructure Road Map. <br />The work will upgrade electric distribution facilities west of Canyon Crest Drive, including all streets <br />between Central Avenue, Via Viejo and Via Cartago. The work includes the installation of approximately <br />2,623 trench feet of conduit, 8,672 circuit feet of underground primary cable, four primary pull -boxes, street <br />
