W A T E R E N E R C Y I <br />WI& <br />P U B L I C U T I L I T I E S <br />BOARD OF PUBLIC UTILITIES <br />RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br />DATE: FEBRUARY 13, 2017 <br />ITEM NO: 8 <br />SUBJECT: REQUEST FOR PROPOSAL NO 1602 FOR THE ENERGY DELIVERY CONSULTANT <br />PANEL, PROFESSIONAL CONSULTANT SERVICE AGREEMENTS TO PROVIDE <br />ENERGY DELIVERY ENGINEERING SERVICES, FOR A TERM ENDING JUNE 30, 2019 <br />- TOTAL NOT TO EXCEED $2,000,000 PER CONSULTANT <br />ISSUES: <br />Approve the Professional Consultant Services Agreements from Request for Proposal No. 1602 for the <br />Energy Delivery Consultant Panel to provide energy delivery engineering services for a term ending June <br />30, 2019, and for a total not to exceed compensation of $2,000,000 per consultant. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />1. Approve the Professional Consultant Services Agreements for the Energy Delivery Consultant <br />Panel to provide energy delivery engineering services for a term ending June 30, 2019, and for a <br />total not to exceed compensation of $2,000,000 per consultant; and <br />2. Authorize the City Manager, or his designee, to execute the Professional Consultant Services <br />Agreements for the Energy Delivery Consultant Panel and related documents with all selected <br />firms. <br />BACKGROUND: <br />In April 2003, Riverside Public Utilities (RPU) began extensive use of a professional services panel of <br />consultants (Consultant Panel) to provide engineering services for energy delivery projects. <br />RPU has been using Consultant Panels for more than seventeen years. Panels provide RPU with a list of <br />qualified firms that are able provide the staff and expertise needed for projects that require outside <br />professional services. This method greatly reduces the amount of time and expense that would be spent <br />to issued request for proposals (RFPs) on each project. <br />When external services are needed, staff requests proposals from the list of authorized panel consultants. <br />The proposals are evaluated based on the consultant's understanding of the scope of work, assigned <br />personnel and their expertise and current work load, and costs to perform the work. Once the proposal is <br />selected, a supplemental agreement is created for the specific project. <br />The Board of Public Utilities (Board) approves the work order for the capital expenditure specific to the <br />project which includes the identification of panel services and/or the supplemental agreement. The list of <br />all panel projects and amounts is provided monthly to the Board as an agenda item. <br />
