W A T E R E N E R C Y I <br />WI& <br />P U B L I C U T I L I T I E S <br />BOARD OF PUBLIC UTILITIES <br />RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br />SUBJECT: MAINTENANCE AND SUPPORT <br />SECURITY SOLUTIONS, INC., <br />SECURITY PROJECT INVOLVING <br />FACILITIES - IN THE AMOUNT OF <br />1704116 FOR $600,000 <br />ISSUES: <br />DATE: JANUARY 9, 2017 <br />ITEM NO: 12 <br />AGREEMENT WITH STANLEY CONVERGENT <br />NAPERVILLE, ILLINOIS, FOR ELECTRONIC <br />MULTIPLE ELECTRIC AND COMMUNICATION <br />$589,000 - APPROVAL OF WORK ORDER NO. <br />Approve a Maintenance and Support Agreement with Stanley Convergent Security Solutions, Inc.,for <br />reliable operation of Electronic Security Monitoring and Access Control System protecting Riverside <br />Public Utilities' Critical Infrastructure, in the amount of $588,656.16 and approve Work Order No. <br />1704116 for $600,000. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />Approve the Maintenance and Support Agreement with Stanley Convergent Security Solutions, <br />Inc. in the amount $588,656.16; <br />2. Approve Work Order No. 1704116 for $600,000; and <br />3. Authorize the City Manager or designee to execute the necessary Agreement. <br />BACKGROUND: <br />On September 16, 2011, Riverside Public Utilities (RPU) Board approved a Design -Build Agreement with <br />Baker Electric, Inc., in the amount of $3,482,762 to install an Electronic Security Monitoring and Access <br />Control System at electric substations, generation facilities, radio sites, and the Utilities Operations <br />Center. Baker Electric selected Stanley Convergent Security Solutions (Stanley) to design, install, <br />program and configure a custom proprietary security control system to address RPU's physical security <br />needs at those locations, including lighting, motion sensors, video cameras and access controls. <br />Prior to the installation of the new security system, RPU experienced a number of thefts and vandalism <br />to these facilities. These instances significantly impacted the reliability of the power system, reduced the <br />safety of RPU crews working at the facilities, and increased operating and maintenance costs. Since <br />finalizing the installation of the new system in February 2015, there have been no instances of vandalism <br />or theft reported at these locations. In addition, RPU recently conducted a physical security assessment <br />which noted strengths in lighting and intrusion detection at these facilities. <br />
