RPU -7437 TO ASPLUNDH CONSTRUCTION CORPORATION OF <br />ANAHEIM, CALIFORNIA, FOR THE PLAZA SUBSTATION 4 kV to 12 kV CIRCUIT 454 <br />CONVERSION IN THE AMOUNT OF $1,011,160 - APPROVE ADDITIONAL <br />EXPENDITURE OF $85,000 FOR WORK ORDER NO. 1501824 FOR A REVISED TOTAL <br />OF $1,349,000 <br />ISSUES: <br />Award Bid No. RPU -7437 to Asplundh Construction Corporation, Anaheim, California, for the Plaza <br />Substation 4kV to 12kV Circuit 454 Conversion, in the amount of $1,011,160; and approval additional <br />capital expenditure in the amount of $85,000 for Work Order No. 1501824 for a revised total of $1,349,000. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />Award Bid No. RPU -7437 for the Plaza Substation 4kV to 12kV Circuit 454 Conversion, to the <br />lowest responsive bidder Asplundh Construction Corporation, Anaheim, California, in the amount <br />of $1,011,160; and <br />2. Approve additional capital expenditure in the amount of $85,000 for Work Order No. 1501824 for <br />a revised total of $1,349,000. <br />BACKGROUND: <br />The Board of Public Utilities approved Work Order No. 1501824 on September 18, 2015, in the amount of <br />$1,264,000 for the Plaza Substation 4kV to 12kV Circuit 454 Conversion Project. At the time of approval, <br />the conversion work was anticipated to be performed by RPU field forces. However, due to an increase <br />in development projects and emergency work, staff determined that contracting for the work would avoid <br />further construction delays. <br />This work is identified as part of the Electric System Master Plan which recommends the conversion of all <br />remaining 4 kV to 12 kV distribution circuits to improve system capacity and reliability. The work will <br />upgrade electrical distribution facilities west of Magnolia Avenue in the region between Linwood Place and <br />Tequesquite Avenue. Replacement of aged overhead infrastructure is identified as part of the Utility 2.0 <br />Electrical Infrastructure Road Map. <br />The scope of work will replace 41 wooden poles, 43 transformers, five pole switches, 20,000 circuit feet of <br />primary wires, 6,500 circuit feet of secondary cables and related overhead distribution facilities. The scope <br />also includes removal of the existing aged facilities. Outage notifications will be issued prior to any work, <br />and any resulting electric service disruptions will be coordinated with customers to minimize any impact. <br />
