W A T E R E N E R G Y T I F F id& P U B L I C U T I L I T I E S BOARD OF PUBLIC UTILITIES RIVERSIDE PUBLIC UTILITIES Board Memorandum DATE: JUNE 10, 2019 ITEM NO: 14 SUBJECT: BID NUMBER RPU -7603 FOR GENERAL ORDER 165 POLE REPLACEMENTS AT VARIOUS LOCATIONS THROUGHOUT CITY WITH ASPLUNDH CONSTRUCTION LLC OF ANAHEIM, CALIFORNIA, IN THE AMOUNT OF $1,545,980.00 — TOTAL CAPITAL EXPENDITURE OF $2,301,305 ISSUES: Award Bid Number RPU -7603 for General Order 165 Pole Replacements at various locations throughout the City to Asplundh Construction LLC of Anaheim, California, in the amount of $1,545,980; and approve the total capital expenditure of $2,301,305 for work associated with the project. RECOMMENDATIONS: That the Board of Public Utilities: 1. Award Bid Number RPU -7603 for General Order 165 Pole Replacements at various locations throughout the City to Asplundh Construction LLC of Anaheim, California, in the amount of $1,545,980; and 2. Approve the total capital expenditure of $2,301,305 for work associated with the project. BACKGROUND: Pole replacements continue to be a major focus for Riverside Public Utilities (RPU) given their impact on public and worker safety, and their essential role in service reliability to customers. The pole replacement program is a major part of Utility 2.0 and has been broken down into different phases to keep up with the strategic plan for achieving RPU's Utility 2.0 objective. The 100 wooden pole replacement in various locations throughout the City is a planned replacement based upon the results of detailed and intrusive inspections. Detailed inspections identify poles which are at risk of failure and have the potential of becoming a public safety hazard and adversely affect the electric system's reliability. Outage notifications will be issued prior to any work commencement, and any resulting electric service disruptions will be coordinated with customers to minimize any impact. There are multiple work orders associated with replacing 100 utility poles, including transmission, distribution, and secondary poles. The scope of work includes replacing all related overhead equipment, including transformers, cross -arms, and cables and upgrading all related components to comply with current construction standards.
