W A T E R E N E R G Y T I F F <br />RIVERSIDE PUBLIC UTILITIES <br />id& Board Memorandum <br />P U B L I C U T I L I T I E S <br />BOARD OF PUBLIC UTILITIES DATE: JUNE 10, 2019 <br />ITEM NO: 8 <br />SUBJECT: WORK ORDERS 1905814, 1906250, AND 1905690 FOR EMERGENCY WORK ON <br />PRIMARY CABLE BURN UP AT 1138 ATHENA COURT <br />ISSUE: <br />Approve Emergency Work Order No. 1905814 in the amount of $45,918.36, Emergency Work Order <br />1906250 in the amount of $3,808.84 and Emergency Work Order 1905690 in the amount of $7,275.80 <br />for a total Capital Expenditure of $57,003 for emergency work completed on the primary cable burn up at <br />1138 Athena Court, in accordance with Article XII, section 1202(2) (b) for the City of Riverside Charter. <br />RECOMMENDATION: <br />That the Board of Public approve Emergency Work Order No. 1905814 in the amount of $45,918.36, <br />Emergency Work Order 1906250 in the amount of $3,808.84 and Emergency Work Order 1905690 <br />in the amount of $7,275.80 for a total Capital Expenditure of $57,003 for emergency work completed <br />on the primary cable burn up at 1138 Athena Court, in accordance with Article XII, section 1202(2) <br />(b) for the City of Riverside Charter. <br />BACKGROUND: <br />On Tuesday, August 28, 2018, a section of 12kV Primary Cable in Conduit (CIC) faulted on Athena <br />Court between Rustin Avenue and Agatha Lane interrupting service to approximately 15 customers. <br />In order to facilitate restoration and repairs, crews had to install a generator to maintain service and <br />provide time for staff to design and install a more permanent solution. <br />DISCUSSION: <br />Electric service provided to customers via a generator requires high voltage facilities to be installed <br />above ground in a temporary fashion. However, exposed, high voltage facilities pose a risk to the <br />public and exposure should be limited. As such, staff began repairs immediately pursuant to City of <br />Riverside Charter Article XII, section 1202(b) (2) which provides that work may be done without prior <br />approval if there is an urgent necessity to preserve life, health or property. As soon as practically <br />thereafter, the matter shall be presented to the Board of Public Utilities for ratification. <br />Members of the contractors' Panel for Energy Delivery work were contacted for immediate availability <br />and Doty Bros. was the first responder. Subsequently, contract crews from Doty Bros. were <br />immediately directed to excavate and repair primary, and service conduits to restore the electrical <br />system to its normal operating condition. The work started on August 29, 2018, and was completed <br />on September 4, 2018. The contractor's cost, including weekend work and RPU inspection totaled <br />
