W A T E R E N E R G Y T I F F <br />RIVERSIDE PUBLIC UTILITIES <br />id& Board Memorandum <br />P U B L I C U T I L I T I E S <br />BOARD OF PUBLIC UTILITIES DATE: APRIL 8, 2019 <br />ITEM NO: 7 <br />SUBJECT: BOARD WORKSHOP: REVIEW OF UTILITY 2.0 STRATEGIC PLAN 2017-2021 <br />ISSUE: <br />Conduct a workshop to review the current status of the Utility 2.0 Strategic Plan 2017-2021. <br />RECOMMENDATION: <br />That the Board of Public Utilities conduct a workshop to review the current status of the Utility 2.0 Strategic <br />Plan 2017-2021. <br />BACKGROUND: <br />In 2015, Riverside Public Utilities (RPU) conducted a comprehensive strategic and financial planning effort <br />known as "Utility 2.0." Through in-depth staff analysis and multiple presentations and interactive <br />workshops with the Board of Public Utilities (Board) and City Council, RPU developed "roadmaps" for <br />electric and water infrastructure, strategic technology, workforce development and thriving financially. <br />Through this process, staff presented four (4) options for Board and City Council consideration: <br />• Option 1: Status Quo — Fall Behind <br />• Option 2: Address Major Deficiencies <br />• Option 3: Proactive <br />• Option 4: Aggressive <br />Summaries and documents for all Utility 2.0 strategic planning meetings are linked and can be downloaded <br />from the following webpage: http://www.riversideca.gov/utilities/utiIity20/popup.asp. <br />In October 2015, the Board and City Council approved, in concept, Option 3 infrastructure, technology and <br />workforce trajectories and directed staff to develop a financial plan and proposed rates to determine <br />affordability. Staff completed cost of service and rate design studies to finance Option 3 objectives in 2017. <br />A rate proposal based on these studies was presented to Board and City Council in August and September <br />2017, respectively. The Board and City Council directed staff to conduct a citywide community outreach <br />initiative on the rate proposal and collect public input, which would then be presented to the Board and <br />City Council at a joint workshop in November 2017. <br />In October and November 2017, RPU provided more than 50 presentations at various community <br />meetings, including six (6) RPU -hosted meetings in six (6) of the seven (7) wards (Wards 6 and 7 were a <br />combined meeting) and special meetings to address agricultural and low-income customer concerns. <br />Meeting summaries are linked and can be downloaded from the following webpage: <br />http://www.riversideca.gov/utiIities/ratepIan/documents.asp. <br />
