WATER I ENERGY I LIF E <br />RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br />PUBLIC UTIIITIE5 <br />BOARD OF PUBLIC UTILITIES <br />DATE: MARCH 11, 2019 <br />ITEM NO: 8 <br />SUBJECT: VACANT SECOND SEAT REPRESENTING WARD 2 ON THE AGRICULTURAL WATER <br />RATES TASK FORCE; EXCUSE ABSENCE OF TASK FORCE MEMBER GILBERTO <br />ESQUIVEL <br />ISSUES: <br />Accept the resignation of Agricultural Water Rates Task Force member Patricia Lock -Dawson vacating her <br />seat representing Ward 2 and nominate and confirm Gurumantra Khalsa as the replacement for this <br />vacancy and excuse absence of Task Force member Gilberto Esquival. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />Accept the letter of resignation from Task Force member Patricia Lock -Dawson vacating her seat <br />representing Ward 2; <br />2. Nominate and confirm Gurumantra Khalsa as the replacement to fill the resulting vacancy to <br />represent Ward 2; and <br />3. Excuse absence of Task Force member Gilberto Esquival from the meeting of February 21, 2019. <br />BACKGROUND: <br />On January 4, 2019, Agricultural Water Rates Task Force member Patricia Lock -Dawson submitted a letter <br />of resignation to Riverside Public Utilities. In her letter, Patricia requested that Gurumantra Khalsa be <br />considered to fill the vacancy. <br />Rule 3, "Performance of Duties", of the Board -approved Agricultural Water Rates Task Force Guidelines <br />and Participation Rules provides that the term of a Task Force member shall expire and the position <br />vacated if the member has two consecutive absences. Task Force Member Esquival has missed two <br />consecutive meetings, on January 31, 2019 and February 21, 2019. <br />DISCUSSION: <br />It is important to keep the Task Force member seats full and represented at each meeting. Gurumantra <br />Khalsa has participated as an alternate in four of the eleven meetings conducted thus far and has been <br />actively participating in all of the other meetings. Gurumantra has voiced interest in filling the vacancy for <br />Ward 2 upon approval by the Board of Public Utilities (Board). Task Force Chair Seth Wilson and Vice - <br />chair David Crohn both support the appointment of Mr. Khalsa to the second seat representing Ward 2. <br />Task Force Member Esquival has attended eight of the eleven meetings of the Task Force and had <br />miscalendered the February meeting. Task Force Chair Seth Wilson and Vice -chair David Crohn both <br />support excusing Task Force Member Esquival's absence from the February 21, 2019 meeting. <br />
