Minutes of <br />Date of Meeting <br />Time of Meeting <br />Place of Meeting <br />CITY OF RIVERSIDE <br />BOARD OF PUBLIC UTILITIES <br />Meeting of the Customer Relations/Finance Committee Special Meeting <br />January 11, 2019 <br />9:30 a.m. <br />Art Pick Council Chambers <br />3900 Main Street (at Main and Tenth Streets) <br />Riverside, California <br />PLEDGE OF ALLEGIANCE TO THE FLAG WAS GIVEN <br />Roll Call <br />Present: Jo Lynne Russo -Pereyra (Chair) <br />Elizabeth Sanchez- Monville (Eiec Chair) <br />CITIZENS PARTICIPATION <br />Dave Austin (vice Chair) <br />Andrew Walcker (water Chair) — arrived late <br />Ms. Loretta DuBois, representative from Fusion Sign and Design, spoke on the need for <br />changing the Electric Rule 6 and Water Rule 6 <br />Mr. Jason Hunter, Ward 1, spoke regarding a shorter appeals process <br />DISCUSSION <br />2 Recommend that the Board of Public Utilities and City Council approve changes to Electric <br />Rule 6 and Water Rule 6 to reduce the period for calculating the billing of undercharges for <br />non-residential accounts from three years to one year; and direct staff to schedule a public <br />hearing to consider changes to Electric Rule 6 and Water Rule 6 to reduce the period for <br />calculating the billing of undercharges for non-residential accounts from three years to one <br />year. <br />Fiscal Manager Brian Seinturier provided a presentation on the time periods used to <br />calculate and credit for overcharges or bill for undercharges in accordance with Electric Rule <br />6 and Water Rule 6 to the Board of Public Utilities Customer Relations/Finance Committee <br />and answered questions. <br />The Board directed staff to streamline Rule 21 - Appeals Process and bring back to the <br />Board of Public Utilities for approval. <br />The Board requested the following revisions to the recommendations: <br />• Revise Recommendations No. 1, 2, & 3 "....reduce the time periods used to <br />calculate billing of undercharges for non-residential accounts from three <br />years to eRe year six months....", and "increase the time periods used to <br />calculate billing of undercharges for residential accounts from four billing <br />periods to six billing periods" to be consistent. <br />• Request that the revised Electric Rule 6 and Water Rule 6 be applied to the <br />pending appeals filed by Fusion Sign and Design and Microflex Film <br />Corporation <br />
