Approve a Professional Services Agreement with Hazen and Sawyer of Palm Desert, California in <br />response to Request for Proposal (RFP) No. 1878 for the Water SCADA Secure & Optimized <br />Communications System Design -Build Project, in the amount of $85,607 with a term ending <br />December 31, 2020; and <br />2. Authorize the City Manager, or his designee, to execute the Professional Services Agreement with <br />Hazen and Sawyer, including making minor and non -substantive changes and to sign all <br />documents and instruments necessary to complete the transactions. <br />BACKGROUND: <br />The existing Water Supervisory Control and Data Acquisition (SCADA) system is aging and in need of <br />critical improvements to its communications network and architecture. A cyber security vulnerability <br />assessment identified this project as one of the top remaining items to complete. Without these <br />improvements, the network will become increasingly unreliable and slow as new wells, pumps and <br />instrumentation are added and/or replaced within the water system. Additionally, new and upgraded <br />Programmable Logic Controllers ("PLCs") and Remote Terminal Units ("RTUs") cannot be added because <br />their communications capabilities and speed will overwhelm an already congested network. <br />To work within our approved annual funding levels, staff has developed a multi-year program for <br />implementing the Water SCADA system and infrastructure improvements, which is comprised of sub- <br />projects included in the 2018-2023 five-year plan. These sub -projects include server hardware and <br />software upgrades, video deployment to Water Facilities, and field automation upgrades. <br />
