RPU -7600 FOR THE UNDERGROUND SUBSTRUCTURES INSTALLATION FOR PLAZA SUBSTATION 4KV TO 12KV CONVERSION OF CIRCUIT 450 PROJECT WITH VCI CONSTRUCTION, LLC FOR $671,493.90 AND WORK ORDER NO. 1503112 FOR $2,174,000 ISSUES: Reject as non-responsive the bid submitted by E.E. Electric, Inc. of Mira Loma, California and award Bid No. RPU -7600 to VCI Construction, LLC of Upland, California for the Electric Underground Substructures Installation for the Plaza Substation 4kV to 12kV Conversion of Circuit 450 Project, in the amount of $671,493.90; and approve Work Order No. 1503112 in the amount of $2,174,000 for the work associated with the project. RECOMMENDATIONS: That the Board of Public Utilities: 1. Reject as non-responsive the bid submitted by E.E. Electric, Inc. of Mira Loma, California, for the Electric Underground Substructures Installations for the Plaza Substation 4kV to 12kV Conversion of Circuit 450 Project in the amount of $586,630.95; 2. Award Bid No. RPU -7600 to VCI Construction, LLC of Upland, California for the Electric Underground Substructures Installations for the Plaza Substation 4kV to 12kV Conversion of Circuit 450 Project in the amount of $671,493.90; and 3. Approve Work Order No. 1503112 in the amount of $2,174,000 for work associated with the Electric Underground Substructures Installations for the Plaza Substation 4kV to 12kV Conversion of Circuit 450 Project. BACKGROUND: On June 25, 2018, the Board of Public Utilities (Board) received the Planned Routine Electric and Water Capital Projects Over $500,000 in Fiscal Year 2018/19 report. The report provided an overview of the routine infrastructure projects and highlighted the importance of these capital improvement projects. Discussion of these projects provided context and familiarity to streamline Board approval of individual project actions throughout the fiscal year. Plaza Substation Circuit 450 is part of the planned voltage conversion program to convert existing 4kV to 12kV distribution circuits to improve system capacity and reliability as recommended in the Electric System Master Plan (ESMP). This project is an important step in facilitating future voltage conversions by creating additional electrical field ties to existing 12kV circuits in the surrounding area.
