W& <br />P U B L I C U T I L I T I E S <br />BOARD OF PUBLIC UTILITIES <br />RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br />DATE: JANUARY 14, 2019 <br />ITEM NO: 7 <br />SUBJECT: WORK ORDER NO. 1904482 IN THE AMOUNT OF $123,007 AND WORK ORDER NO. <br />1904430 IN THE AMOUNT OF $42,916 FOR A TOTAL AMOUNT OF $165,923 FOR <br />EMERGENCY WORK COMPLETED DUE TO CABLE FAILURE NEAR 9080 ALTADENA <br />DRIVE <br />ISSUE: <br />Approve Work Order No. 1904482 in the amount of $123,007 and Work Order No. 1904430 in the amount <br />of $42,916 for a total amount of $165,923, in accordance with the City of Riverside Charter Article XII, <br />section 1202(b)(2), for emergency work completed due to cable failure on 9080 Altadena Drive. <br />RECOMMENDATION: <br />That the Board of Public Utilities Approve Work Order No. 1904482 in the amount of $123,007 and Work <br />Order No. 1904430 in the amount of $42,916 for a total amount of $165,923, in accordance with the City <br />of Riverside Charter Article XII, section 1202(b)(2), for emergency work completed due to cable failure on <br />9080 Altadena Drive. <br />BACKGROUND: <br />On Sunday, August 12, 2018, a section of 12kV Primary Cable in Conduit (CIC) faulted on Altadena Drive <br />at Keating Drive, also damaging 120/240V secondary cable and interrupting service to approximately 33 <br />customers. The installation of CIC was a common industry practice developed in the late 1960's. As part <br />of the manufacturing process for CIC, cable was pre-installed in the conduit before the CIC was installed <br />in the trenches below ground. This type of installation makes it very difficult to remove faulted cables <br />from the conduit. Consequently, sections of circuits must be replaced in their entirety to address faulted <br />sections of CIC. In order to facilitate restoration and repairs, crews routinely have to install a generator <br />to maintain service while the permanent installation is being constructed. <br />When electric service is provided to customers via generator, there are high voltage facilities used above <br />ground in a temporary fashion. Exposed, high voltage facilities pose a risk to the public and exposure <br />should be limited. As such, staff began repairs immediately under City of Riverside Charter Article XII, <br />section 1202(b)(2) which allows work to be done without prior approval if there is an urgent necessity to <br />preserve life, health, or property. As soon as practical thereafter, the matter shall be presented to the <br />Board of Public Utilities. <br />DISCUSSION: <br />Members of the Contractors' Panel for Energy Delivery work were contacted for immediate availability and <br />W. A. Rasic Construction Co. Inc. was the first to respond to the request for construction. Subsequently, <br />
