W A T E R E N E R G Y T I F F <br />RIVERSIDE PUBLIC UTILITIES <br />id& Board Memorandum <br />P U B L I C U T I L I T I E S <br />BOARD OF PUBLIC UTILITIES DATE: JANUARY 14, 2019 <br />ITEM NO: 6 <br />SUBJECT: 12KV ELECTRICAL FEEDERS FOR THE CALIFORNIA AIR RESOURCES BOARD <br />PROJECT— WORK ORDER NO. 1709454 FOR $757,000 <br />ISSUE: <br />Approve Work Order No. 1709454 in the amount of $757,000 for the 12kV Electrical Feeders for the <br />California Air Resources Board Project. <br />RECOMMENDATION: <br />That the Board of Public Utilities approve Work Order No. 1709454 in the amount of $757,000 for the 12kV <br />Electrical Feeders for the California Air Resources Board Project. <br />BACKGROUND: <br />On June 25, 2018, the Board of Public Utilities (Board) received the Planned Routine Capital Projects over <br />$500,000 for Electric for Fiscal Year 2018-19 report. One of the projects mentioned was the planned <br />electrical feeder project to serve the California Air Resources Board (GARB) Project. CARB is currently <br />constructing their new Southern California Headquarters state-of-the-art facility at 4001 Iowa Avenue, near <br />Everton Place. The Department of General Services (DGS) is managing the overall project and has <br />retained Hensel Phelps Construction to design and build the new headquarters facility. The facility is <br />expected to be ready for occupancy February 2021. <br />Riverside Public Utilities (RPU) will provide primary electrical service construction of two new 12kV <br />underground electrical feeders out of the University Substation. DGS has requested that permanent <br />electrical service be available no later than September 2019, to align with the existing construction <br />schedule. In collaboration with DGS and University of California, Riverside (UCR), Riverside Public Utilities <br />(RPU) Electric Engineering staff prepared electrical plans and specifications to serve the CARB project. <br />In coordination with the Public Works Department and DGS, RPU will underground the existing overhead <br />electric lines on Iowa Avenue between Everton Place and Martin Luther King Boulevard during Public <br />Works Street Improvement Iowa Avenue Widening Project. The turnkey cost for this activity along the <br />CARB frontage will be reimbursed by CARB as part of the reimbursement agreement between the City <br />and CARB. Public Works is the lead on the reimbursement agreement and will seek Council approval in <br />the first quarter of 2019. RPU staff will return to the Board to seek approval under a separate work order <br />for the Iowa Avenue overhead to underground scope of work after the contract bids are received in the <br />second quarter of 2019. <br />
