RECREATION AND CULTURAL COMMITTEE <br />Wednesday, April 20, 1994 <br />10:00 a.m. <br />City Council Board Room <br />NOTES <br />1. RECREATION PROGRAM USER FEE: POLICY DEVELOPMENT <br />Attending: Ameal Moore, Maureen Kane, Terri Thompson, <br />Deen Teer, Barbara Steckel <br />Barbara Steckel reviewed all preparatory work done by staff to <br />get a consensus for the proposed fees. The Park and <br />Recreation Commission has been unable to make a recommendation <br />to the Recreation and Cultural Committee. Staff is seeking <br />general guidelines for cost recovery. <br />Discussion followed regarding the senior, adult and youth <br />programs and needs. All agreed that the youth category should <br />have priority. 100% cost recovery may not be realistic for <br />Park and Recreation programs. The nature of the program <br />should determine the level of cost recovery sought. If we are <br />presently recovering 100% of costs, then we should continue to <br />get full recovery. <br />ACTION: <br />Staffs of Finance and Park and Recreation departments were <br />directed to work up skeleton guidelines for the Committee to <br />review; subsequently, they will be presented to the Park and <br />Recreation Commission. <br />2. PUBLIC COMMENT PERIOD <br />Attending: Ameal Moore, Maureen Kane, Terri Thompson, <br />Deen Teer <br />No public comment was offered. <br />
