CITY OF RIVERSIDE <br />CITY COUNCIL <br /> <br />COUNClLMEMBERS <br /> <br />Minutes of: <br />Time of Meeting: <br />Place of Meeting: <br />Date of Meeting: <br /> <br />Regular Meeting of the City Council <br />1 p.m. <br />Art Pick Council Chamber, City Hall <br />March 4, 2003 <br /> <br />WARDS <br /> <br />Roll Call: <br /> <br />ORAL COMMUNICATIONS FROM THE AUDIENCE <br />There were no comments presented at this time. <br /> <br />CLOSED SESSIONS <br />The Mayor and City Council recessed to the City Council Board Room for <br />closed sessions pursuant to Government Code §54956.9 to confer with <br />and/or receive advice from legal counsel concerning (1) Jay Theuer, et al. v. <br />City of Riverside - United States District Court Case No. ED CV00-4495; and <br />(2) one case of anticipated litigation. The City Attorney announced there was <br />no reportable action on the closed sessions. <br /> <br />RECESS <br />The City Council recessed at 2:15 p.m. and reconvened at 3:05 p.m. with all <br />Councilmembers present except Councilmember Pearson. <br /> <br />PUBLIC HEARINGS AND PLANNING REFERRALS AND APPEALS <br /> <br />CASE GP-009-012 - 5100 QUAIL RUN <br />Hearing was called on the proposal of Albert A. Webb Associates, on behalf <br />of Spanos Corporation, to amend the General Plan land use designation of <br />approximately 18.6 acres partially developed with the Riverside County <br />Sheriff's Training Facility from Zones PFI and RMH to Zone RHD at <br />5100 Quail Run Road, situated southwesterly of Quail Run Road between <br />Sycamore Canyon Boulevard and Central Avenue. No one was present <br />wishing to speak on the matter. No written protests were presented. The <br />public hearing was officially closed. The City Council (1) upheld the action of <br />the Planning Commission in approving Case GP-009-012 with modifications <br />and subject to conditions; (2) adopted the staff report and environmental <br />assessment as findings; (3) upheld the Planning Commission's determination <br />that the project would not have a significant effect on the environment and <br />concurred in the adoption of a Mitigated Negative Declaration; (4) found that <br />the proposed project could have the potential for adverse effect on wildlife <br />resources and the applicant is responsible for payment of Fish and Game <br />fees at the time the Notice of Determination is filed with the County; and <br />(5) requested the City Attorney to prepare the appropriate resolution for <br />adoption within thirty days. <br /> <br />ZONING CASE RZ-021-012 5100 QUAIL RUN ORDINANCE <br />INTRODUCED <br />Hearing was called on the proposal of Albert A.
