TO THE RECREATION AND CULTURE COMMITTEE OCTOBER 27, 1993 <br />In a recent trip to the East Bay Regional Parks District, I was quite <br />impressed with the support for Open Space Corridors, Linear Parks, or <br />Trails. The amount of use upon their system was astounding, but because <br />of the degree of public participation in the education of safety, <br />interpretation, and education, the problems that they experience are <br />minimal. <br />I feel that while we may be a bit behind, there is still the opportunity <br />to move forward and promote our Recreational Trails Master Plan. I would <br />like to invite members of the community such as Victoria Avenue Forever, <br />Friends of Sycamore Canyon, Sierra Club, Audobon Society, Tri -County <br />Conservation and others to participate in this effort. <br />Soon the Citrus Historic State Park will be up and running, the Mission <br />Inn is now open, and many things are beginning to happen in the area of <br />tourism. <br />It is my feeling that we need to explore the connections between <br />recreation, tourism, citrus heritage and the other amenities that our <br />City has to offer those that come to visit. Is there a need for <br />overnight camping for recreational vehicles? If so, where? Is there a <br />need for a link between downtown and the State Park? <br />We should look into the long term, and start planning for our future as <br />a place to recreate for those who live here, as well as for those who <br />come to visit and spend money to stay here. <br />Many years ago, the Cheney Report (1929) indicated that we should <br />provide a Round the City Drive so that all could enjoy the beauties that <br />our City has to offer. <br />More recently, the Four Corners report indicated much the same. From Box <br />Springs Mountain on the north, down to the Santa Ana River on past <br />Fairmont Park/Mt. Rubidoux to the Norco Hills, over to the State Citrus <br />Heritage Park, and including Sycamore Canyon Park, we in essence have <br />created the Cheney "Round the City" Trail. <br />What departments oversee the plan, what the goals and objectives are, <br />where have we implemented trails. I also think that we need to set forth <br />why there is a need for a Recreational Trails Plan, and who will benefit <br />from it. <br />Additionally, we are working on a Recreational Trails/Open Space Guide <br />for the City of Riverside. We have also created a Steering Committee <br />for the Recreational Trails Master Plan. We would appreciate your input <br />on these as well as our Adopt A Street/Park or Trail Program. <br />
