1 <br /> <br />2 <br /> <br />3 <br /> <br />4 <br /> <br />5 <br /> <br /> 6 <br /> <br /> 7 <br /> <br /> 8 <br /> <br /> 9 <br /> <br /> 10 <br /> <br /> 11 <br /> <br /> 12 <br /> <br /> 13 <br /> <br /> 14 <br /> <br /> 15 <br /> <br />16 <br /> <br />17 <br /> <br />18 <br /> <br />19 <br /> <br />20 <br /> <br />21 <br /> <br />22 <br /> <br />23 <br /> <br />24 <br /> <br />25 <br /> <br />26 <br /> <br />27 <br /> <br /> RESOLUTION NO. 20348 <br /> <br /> A RESOLUTION OF TI-IE CITY COUNCIL OF THE CITY OF RIVERSIDE, <br /> CALIFORNIA, (1) WAIVING THE PROFESSIONAL CONSULTANT SEI.F~CTION <br /> PROVISIONS OF ADMINISTRATIVE MANUAL NO. 1~-4; (2) AUTHORIZING THE <br /> CITY MANAGER TO EXECUTE NECESSARY CONTRACT DOCUMENTS WITH <br /> WESTERN RIVERSIDE COUNCIL OF GOVERNMENTS FOR ADMINISTRATION <br /> OF THE CITY'S LOCAL USED OIL COLI.ECTION PROGRAM FUNDED BY THE <br /> SIXTH CYC!,E USED OIL BLOCK GRANT FUNDS <br /> <br /> WHEREAS, the California Oil Recycling Enhancement Act ("CORE Act"), commencing <br />with Section 48600 of the Public Resources Code, provides grant funds to cities and counties for <br />establishing and maintaining local used oil collection programs which encourage recycling or <br />appropriate disposal of used oil; and <br /> <br /> WHEREAS, the California Integrated Waste Management Board ("CIWMB") is <br />responsible for the administration of used oil collection programs within the State; and <br /> <br /> WHEREAS, on April 25, 2000, the Riverside City Council adopted Resolution No. <br />19677, approving the submission of grant applications to the CIWMB for CORE Act grant funds, <br />and authorizing the Public Works Director to execute all necessary documents for the purpose of <br />satisfying the City's grant application requirements and securing grant funds from the CIWMB; and <br /> <br /> WHEREAS, on April 25, 2000, the Riverside City Council authorized receipt of the Sixth <br />Cycle Used Oil Block Grant Funds in the amount of Eighty-eight Thousand Three Hundred Ninety- <br />four Dollars for the grant period of July 1, 2000 through June 30, 2003; and <br /> <br /> WHEREAS, on November 1, 2000, the City entered into a Grant Agreement with the <br />State of California for the Sixth Cycle Used Oil Block Grant Funds for a term of July 1, 2000 <br />through June 30, 2003; and <br /> <br /> WHEREAS, the City desires to retain the services of Western Riverside Council of <br />Governments ("WROG") to implement and administer the City's local used oil collection program <br />funded by the Sixth Cycle Used Oil Block Grant Funds; and <br /> <br /> WHEREAS, WRCOG has the necessary experience in the administration and <br />implementation of local used oil collection programs in accordance with the guidelines established <br />by the CIWMB; and <br /> <br />City Attorney's Office <br />3900 Main Street <br />Riverside, CA 92522 <br />(909) 782-5567 <br /> <br /> <br />
