6 <br /> <br /> 7 <br /> <br /> 8 <br /> <br /> 9 <br /> <br />10 <br /> <br />11 <br /> <br />12 <br /> <br />13 <br /> <br />14 <br /> <br />15 <br /> <br />16 <br /> <br />17 <br /> <br />18 <br /> <br />19 <br /> <br />20 <br /> <br />21 <br /> <br />22 <br /> <br />23 <br /> <br />24 <br /> <br />25 <br /> <br />26 <br /> <br />27 <br /> <br />RESOLUTION NO. 20345 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RIVERSIDE, <br />CAI JFORNIA, (1) WAIVING THE PROFESSIONAL CONSULTANT SEI JECTION <br />PROVISIONS OF ADMINISTRATIVE MANUAL NO. 11-4; (2) AUTHORIZING THE <br />CITY MANAGER TO EXECUTE THE AGREEMENT WITH PARSONS <br />BRINCKERHOFF QUADE & DOUGLAS, INC., FOR PREPARATION OF A NEXUS <br />STUDY AND UPDATE OF THE TRANSPORTATION IMPACT FEE PROGRAM <br /> <br /> WHEREAS, Parsons Brinckerhoff Quade & Douglas ("Parsons"), prepared the <br />Transportation Uniform Mitigation Fee ("TUMF") Nexus Study dated October 18, 2002 for <br />Riverside County; and <br /> <br /> WHEREAS, the City will consider adopting the Nexus Study prepared by Parsons in its <br />consideration of the establishment of the TUMF Ordinance; and <br /> <br /> WHEREAS, the City has a continuing need for consultant services for the update of its <br />transportation impact fee program and related Nexus Study; and <br /> <br /> WHEREAS, the City desires to contract with Parsons for preparation of such an update <br />and Nexus Study; and <br /> <br /> WHEREAS, due to Parsons proven abilities in this area and the need to obtain a quality <br />transportation fee update to ensure the implementation of appropriate fees in this area, it appears to <br />be in the best interests of the City for Parsons to provide the above-noted services. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Riverside, <br />California, as follows: <br /> <br /> Section 1: On the basis of the foregoing facts and report of the City Council on this <br />subject on this date, it appears to be in the best interest of the City to waive the professional <br />consultant selection procedures of the City Administrative Manual 11-4 and such procedural <br />requirements are hereby waived. <br /> <br /> Section 2: The City Manager, or his designee, is hereby authorized to execute the <br />Agreement for Professional Consultant Services for a total Agreement amount not to exceed Forty- <br />one Thousand, Nine Hundred Dollars ($41,900) in the year 2003/04. <br /> <br />City Attorney's Office <br />3900 Main Street <br />Riverside, CA 92522 <br />(909) 826-$567 <br /> <br /> <br />
