AM-015-967 <br /> <br /> 1 ORDINANCE NO. 6352 <br /> <br /> 2 AN ORDINANCE OF THE CITY OF RIVERSIDE, CALIFORNIA, <br /> AMENDING TITLE 19 OF THE RIVERSIDE MUNICIPAL CODE BY <br /> 3 AMENDING SECTIONS 19.09.080 RELATED TO GRADING; <br /> 19.62.090 (a) (2) AND (3) RELATED TO ACTION BY THE <br /> 4 DESIGN REVIEW BOARD; 19.64.080 RELATED TO BOARD OR <br /> COMMISSION HEARINGS; 19.64.150 (b) RELATED TO THE <br /> 5 EFFECTIVE DATE OF A PERMIT OR VARIANCE; 19.84.040 <br /> RELATED TO PLANNING COMMISSION HEARINGS; 19.84.080 <br /> 6 RELATED TO PLANNING COMMISSION INVESTIGATIONS; AND <br /> 19.84.090 RELATED TO PLANNING COMMISSION FINDINGS <br /> 7 AND RECOMMENDATIONS - ACTION BY CITY COUNCIL, TO <br /> REMOVE ALL REFERENCE TO THE ENVIRONMENTAL PROTECTION <br /> 8 COMMISSION TO ACCOUNT FOR THE RETIREMENT OF SAME. <br /> 9 The City Council of the City of Riverside, California, <br /> 10 does ordain as follows: <br /> 11 Section 1: Chapter 19.09 of the Riverside Municipal Code <br /> 12 is hereby amended by amending Section 19.09.080 to read as <br /> 13 follows: <br /> 14 "19.09.080 GRADING. No grading permit shall be issued <br /> for any grading in the "RC" Zone until grading plans and, <br /> 15 if required, special drawings showing grading and <br /> topography as viewed from critical locations within the <br /> 16 neighborhood or community, have been submitted to and <br /> approved by the appropriate decisionmaker as set forth in <br /> 17 the City's adopted rules for implementing the California <br /> Environmental Quality Act. <br /> 18 <br /> The decisionmaker shall consider the following items of <br /> 19 particular concern in its review of grading proposals in <br /> the "RC" Zone. Conditions may be applied in the approval <br /> 20 of grading plans so as to achieve these objectives <br /> pursuant to adopted standards: <br /> 21 <br /> (1) The maximum retention of vistas, natural <br /> 22 plant communities and natural topographic <br /> features including ridgelines, hilltops, <br /> 23 slopes, rock outcroppings, arroyos, ravines <br /> and canyons; <br /> 24 <br /> (2) The avoidance of excessive building padding <br /> 25 or terracing and cut and fill slopes to <br /> reduce the scarring effects of grading; <br />26 <br /> (3) The encouragement of sensitive grading to <br />27 ensure optimum treatment of natural hillside <br /> and arroyo features; and <br />Attorney's Office <br />Street <br />CA 92522 <br />782-5567 <br /> F: ~WPDATA~ORD~ 97011101.
