1 ORDIN~CE NO. 6346 <br />2 AN ORDINANCE OF THE CITY OF RIVERSIDE, CALIFORNIA, <br /> RELATING TO THE SOLICITATION OF EMPLOYMENT, BUSINESS OR <br />3 CONTRIBUTIONS OF MONEY OR OTHER PROPERTY FROM PERSONS <br /> TRAVELING IN VEHICLES ON CITY STREETS, ADDING CHAPTER <br />4 10.54 TO THE RIVERSIDE MUNICIPAL CODE <br />5 WHEREAS, persons who solicit employment, business or <br />6 contributions on city streets, sidewalks, parkways, roadways, <br />7 alleyways, and public and private parking areas, obstruct the <br />8 orderly flow of pedestrian and motorized traffic, resulting in the <br />9 delay and obstruction of the public's free flow of travel, including <br />10 but not limited to the distraction of drivers from their primary <br />11 duty to watch traffic and potential hazards in the road and observe <br />12 all traffic control signals and/or warnings and prepare to move <br />13 through city streets, intersections and/or enter or exit from public <br />14 or private parking areas; and <br />15 WHEREAS, distracted drivers are more prone to automobile <br />16 accidents and accidents on city streets which constitutes a <br />17 substantial traffic safety problem, and problem further impedes and <br />18 prevents the orderly flow of traffic; and <br />19 WHEREAS, gathering and assembling on city streets and sidewalks <br />20 of persons engaging in the practice of solicitation for employment, <br />21 business or contributions of money or other property, resulting in <br />22 congestion and blockage of the sidewalks and driveways when such <br />23 persons approach vehicles next to the sidewalk or in parking areas <br />24 to negotiate and enter such vehicles; and <br />25 WHEREAS, there have been consistent complaints from business <br />26 and property owners in the city regarding aggressive solicitation <br />27 and the committing of criminal acts, including but not limited to <br />~torney's O~ce <br />~reet <br />CA 92~2 <br />782-5567 <br /> F:~WPDATA~ORD~96144701.JS <br /> <br /> <br />
