SCRAPPING PROGRAM <br /> <br /> WHEREAS, pursuant to South Coast Air Quality Management District (SCAQMD) Rule <br />2202 - On Road Motor Vehicle Mitigation Options, the City is required to submit Mobile Source <br /> <br />Emissions Reduction Credits to the SCAQMD in an effort to reduce emissions; and <br /> <br /> WHEREAS, on January 4, 2000, the City Council approved the implementation of a <br /> <br />Vehicle Scrapping Program in lieu of its Employee Rideshare Program; and <br /> <br /> WHEREAS, the Vehicle Scrapping Program complies with the SCAQMD Rule 2202 - <br />On-Road Motor Vehicle Mitigation Options; and <br /> <br /> WHEREAS, in order to comply with SCAQMD Rule 2202, the City must purchase <br />Mobile Source Emission Reduction Credits from a vehicle scrapping vendor which is certified by <br />the SCAQMD; and <br /> <br /> WHEREAS, in order to avoid sanctions, the City must register with the SCAQMD by <br />March 18, 2003, and submit the Mobile Source Emission Reduction Credits by September 18, 2003; <br />and <br /> <br /> WHEREAS, currently there are only two vehicle scrapping vendors in the Southern <br />California area that are certified to perform these services, and said vendors generally require <br />approximately four to five months to scrap the appropriate number of vehicles to generate the <br />Mobile Source Emission Reduction Credits required by the SCAQMD; and <br /> <br /> WHEREAS, the timing for obtaining a vehicle scrapping vendor is crucial in order to <br />avoid sanctions imposed by the SCAQMD; and <br /> <br /> WHEREAS, it appears to be in the City's best interest to waive the formal competitive <br />procurement requirements of Resolution No. 17788 and allow the Purchasing Services Manager the <br />ability to obtain informal bids for the City's Vehicle Scrapping Program. <br /> <br />City Attorney s Office <br />3900 Main Street <br />Riverside, CA 92522 <br />(909) 782-5567 <br /> <br /> <br />
