RESOLUTION NO. 20328 <br /> <br /> A RESOLUTION OF THE CITY OF RIVERSIDE, CALIFORNIA, <br /> AUTHORIZING PARTICIPATION IN THE STATE OF CALIFORNIA <br /> POLLUTION CONTROL FINANCE AUTHORITY SUSTAINABLE <br /> COMMUNITIES GRANT AND LOAN PROGRAM AND GRANTING THE <br /> CITY MANAGER AUTHORITY TO SIGN AND EXECUTE AUTHORIZING <br /> DOCUMENTS AND AGREEMENTS IN CONNECTION THEREWITH TO <br /> FACILITATE SINGLE FAMILY INFILL HOUSING DEVELOPMENT FOR <br /> FAMILIES IN RIVERSIDE. <br /> <br /> WHEREAS, there are numerous vacant lots within the City of Riverside that are <br />designated for single family housing, but are undeveloped; <br /> <br /> WHEREAS, although these vacant lots are an opportunity to create home ownership, <br />they often have a blighting effect on a neighborhood and attract dumping and crime; <br /> <br /> WHEREAS, Authorized by State Senate Bill 199, in 2002 the State of California <br />Pollution Control Finance Authority publicized a Request for Proposal for the Sustainable <br />Communities Loan and Grant Program, a program to supply grant monies to programs that assist in <br />creative growth planning and programs with an environmental impact; <br /> <br /> WHEREAS, the City of Riverside proposed the Riverside Infill Development Incentive <br />(RIDI) program, a local incentive program designed to grant up to $5,000 to reimburse builders who <br />receive building permits, and build a single family house on a vacant lot in a low to moderate- <br />income area; <br /> <br /> WHEREAS, the goal of the RIDI Program is to improve low to moderate-income <br />neighborhoods by providing incentives to developers to build single-family homes on underutilized, <br />undeveloped parcels of land. The Program decreases the instances of pollution, dumping and crime <br />associated with vacant and underutilized lots. RIDI is also a vehicle to revitalize neighborhoods <br />while creating affordable housing for low and moderate-income families; <br /> <br />WHEREAS, the RIDI program is part of a larger local effort to improve <br />neighborhoods through increased home ownership. A significant focus of this effort is to <br /> <br /> <br />
