FOR ADDITIONAL SOLID <br /> WASTE SYSTEM CONSULTING SERVICES; AND (2) AUTHORIZING THE C1TY <br /> MANAGER TO EXECUTE THE FIRST AMENDMENT TO AGREEMENT WITH <br /> BROWN, VENCE & ASSOCIATES, INC. <br /> <br /> WHEREAS, pursuant to City of Riverside ("City") Administrative Manual No. I1-5, the <br />City Department of Public Works ("Public Works") circulated a request for proposals seeking a <br />consultant to perform a study of Public Works Solid Waste collection services, evaluate the <br />efficiency of its routing, staffing, and equipment levels, survey other municipalities' solid waste <br />collection programs, and make recommendations on the City's Solid Waste collection program; and <br /> <br />WHEREAS, on October 23, 2002, the City entered into a Professional Consultant <br />Services Agreement with Brown, Vence & Associates, Inc. for such services in the amount $25,000; <br /> <br />and <br /> <br />WHEREAS, Brown, Vence & Associates, Inc. satisfactorily performed the services; and <br />WHEREAS, Public Works staff needs the assistance of a consultant to complete an audit <br />of the solid waste collection billing system, calculate optimal solid waste collection rates, and <br />determine a mom efficient m-routing of Riverside's solid waste collection routes ("Additional <br />Services"); and <br /> <br /> WHEREAS, Public Works recommends that the City execute a First Amendment to the <br />Agreement with Brown, Vence & Associates for these Additional Services for a sum not to exceed <br />Thirty-five Thousand Dollars ($35,000.00), increasing the total contract price to Sixty Thousand <br />Dollars ($60,000); and <br /> <br /> WHEREAS, Brown, Vence & Associates, Inc. has a good understanding of the City's <br />Solid Waste collection program and would be able to perform the Additional Services in a co~st <br />effective and time-efficient manner and is willing to so perform these Additional Services; and <br /> <br /> WHEREAS, Administrative Manual No. 11-4 requires adherence to a formal request for <br />proposal process for selection of consultants for contracts exceeding twenty-five thousand dollars; <br /> <br />City Attorney's Office <br />3900 Main Street <br />Riverside, CA 92522 <br />(909) 826-5567 <br /> <br /> <br />
