LOBBYIST <br />Mayor Loveridge convened the City Council at 12 p.m. in the Mayor's <br />Ceremonial Room for a luncheon meeting with Lynn Jacquez of Copeland, <br />Lowery and Jacquez, the City's Washington, D.C. lobbyist. <br /> <br />RECESS <br />The Mayor and City Council recessed at 1 p.m. and reconvened at 1:30 p.m. <br />in the Art Pick Council Chamber. <br /> <br />ORAL COMMUNICATIONS FROM THE AUDIENCE <br />There were no comments presented at this time. <br /> <br />CLOSED SESSIONS <br />The Mayor and City Council recessed to the City Council Board Room for <br />closed sessions pursuant to Government Code (1) §54956.9 to confer with <br />and/or receive advice from legal counsel concerning NEWCO v. City of <br />Riverside SCSC Case Nos. RIC 351063, 355200, and 355586; (2) §54957.6 <br />to review the City Council's position and instruct designated representatives <br />regarding salaries, salary schedules, or compensation paid in the form of <br />fringe benefits of Assistant City Manager, Planning Director, and Public <br />Works Director; and (3) §54956.8 to instruct the Council/Agency's Negotiator, <br />Robert C. Wales, regarding price and terms of payment for the purchase <br />sale, exchange, or lease of the California Tower, 3737 Main Street, Suite <br />103, by the City of Riverside (Information Systems); Bob Hall, Negotiator. <br /> <br />RECESS <br />The City Council recessed at 2:15 p.m. and reconvened at 3 p.m. <br /> <br />PUBLIC HEARINGS AND PLANNING REFERRALS AND APPEAL,°, <br /> <br />COMMUNITY FACILITIES DISTRICT 2002-1 - RESOLUTIONS <br />Hearing was called to consider the formation of the Community Facilities <br />District 2002-1 to allow removal of existing Community Facilities District 86-1 <br />special tax from the Grove Community Church property and determine the <br />necessity for the District to incur bonded indebtedness. No one was present <br />wishing to speak on the matter. No written protests were presented. <br />Following discussion, the public hearing was officially closed. <br /> <br /> The City Council (1) adopted resolutions establishing the Community <br /> Facilities District No. 2002-1, determining the necessity for the District to <br /> incur bonded indebtedness and calling a special election for January 14, <br /> 2003, on the Proposition for incurring bonded indebtedness, and calling a <br /> special election for January 14, 2003, on Proposition regarding the levy of <br /> <br /> 88-240 <br /> <br />Present <br /> <br />Motion <br />Second <br />All Ayes <br /> <br /> <br />
