RESOLUTION NO. 711 RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF RIVERSIDE ESTABLISHING THE BASE YEAR ASSESSMENT ROLL IT PROPOSES TO USE FOR AMENDMENT NO. 3 TO THE ARLINGTON REDEVELOPMENT PROJECT; AUTHORIZING THE TRANSMITTAL OF A MAP, BOUNDARY DESCRIPTION, AND A STATEMENT TO TAXING OFFICIALS AND AGENCIES; AUTHORIZING THE CIRCULATION OF A NOTICE OF PREPARATION FOR AN ENVIRONMENTAL IMPACT REPORT; AUTHORIZING PAYMENT OF A FILING FEE TO THE STATE BOARD OF EQUALIZATION; AND ADOPTING PLANNING COMMISSION RECOMMENDATIONS WHEREAS, the Redevelopment Plan for the Arlington Redevelopment Project (the "Project") was adopted on November 28, 1978, by Ordinance No. 4619 of the City Council of the City of Riverside (the "City Council"); and, WHEREAS, the Redevelopment Plan for the Project was amended on December 20, 1994, by City Council Ordinance No. 6193 ("Amendment No. 1"); and, WHEREAS, the Redevelopment Plan for the Project was amended on April 13, 1999, by City Council Ordinance No. 6466 ("Amendment No. 2"); and, WHEREAS, the City Council desires to amend the Redevelopment Plan for the Project ("Amendment No. 3"); and, VVHEREAS, on November 5, 2002, the City Council adopted Resolution No. 20284, thereby approving redevelopment survey area boundaries for the proposed Amendment No. 3 (the "Survey Area") and directing the Planning Commission of the City of Riverside (the "Planning Commission") to select redevelopment project amendment area boundaries from within said Survey Area, and to formulate the Preliminary Plan for the redevelopment of said amendment area; and, WHEREAS, on December i9, 2002, the Planning Commission, in cooperation with the Agency and the City Council, adopted Resolution No. 4601, thereby designating redevelopment ~1-
