CITY OF RIVERSIDE <br />CITY COUNCIL <br /> <br />COUNCILMEMBERS <br /> <br />Minutes of: <br />Time of Meeting: <br />Place of Meeting: <br />Date of Meeting: <br /> <br />Regular Meeting of the City Council <br />3p.m. <br />Art Pick Council Chamber, City Hall <br />January 7, 2003 <br /> <br />Roll Call: <br /> <br />PUBLIC HEARINGS/PLANNING REFERRALS AND APPEALS <br /> <br />CASE AM-007-956 (REVISED) - ACCESSORY STRUCTURES - CONT. <br />Hearing was called on the proposal of the City of Riverside to amend Title 1 <br />(Zoning) of the Riverside Municipal Code to revise the regulations for <br />accessory structures. No one was present wishing to speak on the matter. <br />No written protests were presented. Following discussion, the City Council <br />referred the matter to staff and continued the hearing off-calendar. <br /> <br />ZONING CASE CU-011-023 - 4860 LA SIERRA - CONTINUED <br />Hearing was called on the proposal of Urban Solutions, Inc., on behalf of <br />Western Management Company, for a conditional use permit to establish a <br />2,542-square-foot Jack in the Box fast food drive-thru restaurant on an <br />approximately .25-acre parcel at 4860 La Sierra Avenue situated on the <br />westerly side of La Sierra Avenue, southerly of Hole Avenue, in Zone C-3. <br />This proposal also involves demolition of an existing bank building with drive- <br />thru. Following discussion, the City Council continued the public hearing to <br />3 p.m. on January 21,2003. <br /> <br />ARLINGTON PROJECT AREA COMMITTEE EXPANSION - RESOLUTION <br />Hearing was called to consider the expansion of the Project Area Committee <br />(PAC) for the Arlington Redevelopment Project, the adoption of PAC election <br />procedures for said expansion, and the adoption of City-wide PAC election <br />procedures for the Project Area Committees. No one was present wishing to <br />speak on the matter. No written protests were presented. Following <br />discussion, the public hearing was officially closed. The City Council <br />(1) adopted a resolution regarding PAC formation and election procedures to <br />be effective City-wide and applicable in all existing and future project areas; <br />(2) added wording to Item No. 13 to read: '"Resolution' means a resolution by <br />the Agency or the City Council, calling for the formation of a PAC or calling <br />for the expansion of the PAC and establishing the number of Membership <br />Categories required for PAC formation."; and (3) authorized the City Manager <br />or his designee to execute any and all documents on behalf of the City <br />necessary to administer and implement the approved actions; whereupon, <br />Resolution No. 20327 of the City Council of the City of Riverside Adopting <br />City-Wide Procedures for Forming and Electing Project Area Committees and <br />Describing Duties, was presented and adopted. <br /> <br />TRACT MAP 27824 - APPEAL DENIED - CHICAGO AND JOHN F. <br />KENNEDY <br />Hearing was called on the appeal of Daniel W.
