CITY OF RIVERSIDE CITY COUNCIL COUNCILMEMBERS Minutes of: Time of Meeting: Place of Meeting: Date of Meeting: Regular Meeting of the City Council 3p.m. Art Pick Council Chamber, City Hall January 7, 2003 Roll Call: PUBLIC HEARINGS/PLANNING REFERRALS AND APPEALS CASE AM-007-956 (REVISED) - ACCESSORY STRUCTURES - CONT. Hearing was called on the proposal of the City of Riverside to amend Title 1 (Zoning) of the Riverside Municipal Code to revise the regulations for accessory structures. No one was present wishing to speak on the matter. No written protests were presented. Following discussion, the City Council referred the matter to staff and continued the hearing off-calendar. ZONING CASE CU-011-023 - 4860 LA SIERRA - CONTINUED Hearing was called on the proposal of Urban Solutions, Inc., on behalf of Western Management Company, for a conditional use permit to establish a 2,542-square-foot Jack in the Box fast food drive-thru restaurant on an approximately .25-acre parcel at 4860 La Sierra Avenue situated on the westerly side of La Sierra Avenue, southerly of Hole Avenue, in Zone C-3. This proposal also involves demolition of an existing bank building with drive- thru. Following discussion, the City Council continued the public hearing to 3 p.m. on January 21,2003. ARLINGTON PROJECT AREA COMMITTEE EXPANSION - RESOLUTION Hearing was called to consider the expansion of the Project Area Committee (PAC) for the Arlington Redevelopment Project, the adoption of PAC election procedures for said expansion, and the adoption of City-wide PAC election procedures for the Project Area Committees. No one was present wishing to speak on the matter. No written protests were presented. Following discussion, the public hearing was officially closed. The City Council (1) adopted a resolution regarding PAC formation and election procedures to be effective City-wide and applicable in all existing and future project areas; (2) added wording to Item No. 13 to read: '"Resolution' means a resolution by the Agency or the City Council, calling for the formation of a PAC or calling for the expansion of the PAC and establishing the number of Membership Categories required for PAC formation."; and (3) authorized the City Manager or his designee to execute any and all documents on behalf of the City necessary to administer and implement the approved actions; whereupon, Resolution No. 20327 of the City Council of the City of Riverside Adopting City-Wide Procedures for Forming and Electing Project Area Committees and Describing Duties, was presented and adopted.
