Darnell, F. <br />Andrade <br />y <br />f <br />The Pledge of Allegiance was given to the flag. <br />PUBLIC COMMENT <br />Christine Saunders, Ward <br />7 resident, on behalf of the American Planning <br />Association, Inland Empire Section, invited the Commission, staff and <br />interested public, to "The Color of Law, a Forgotten History of How Our <br />Government Segregated America, a Conversation with Richard <br />Rothstein" on February 28, 2019 at 11:00 a.m. at the La Sierra University <br />Zapara School of Business. Flyers for the event were distributed to the <br />Commission. <br />F <br />PUBLIC HEARINGS <br />PLANNING CASE P19-0056 <br />— Zoning Code Amendment — Animal <br />Keeping Provisions <br />Proposal by the City of Riverside to consider a Zoning Code Amendment <br />to the animal keeping provisions of Title 19 — Zoning Code, and Title 8 — <br />Animals, of the Riverside Municipal Code. Doug Darnell, Senior Planner, <br />presented the staff report. Comments from the audience: Joyce Jong, <br />Senior Project Manager, spoke regarding the virulent New Castle disease <br />as it pertains to poultry and the risk to commercial poultry in Riverside. <br />f <br />She suggested limiting the keeping of poultry in the residential areas. The <br />public hearing was closed, following discussion the Planning Commission <br />recommended that the City Council: 1) Determine that Planning Case <br />P19-0056 is exempt from the California Environmental Quality Act <br />Motion <br />Second <br />X <br />X <br />(CEQA) per CEQA Guidelines Section 15061(b)(3) (Common Sense <br />Ayes <br />X <br />X <br />X <br />X <br />Exemption), as it can be seen with certainty that the code amendment <br />Noes <br />X <br />does not have the potential to cause a significant effect on the <br />environment; and 2) Approve Planning Case P19-0056 (Zoning Code <br />Amendment) based on the findings outlined in the staff report, with an <br />addition. The Planning Commission requested staff to look into allowing <br />the temporary fostering of animals and treat the keeping of rabbits the <br />same as pot belly pigs.
