PRESENT: <br />CHARTER REVIEW COMMITTEE <br />MONDAY, FEBRUARY 11, 2019, 5 P.M. <br />MAYOR'S CEREMONIAL ROOM <br />MINUTES <br />Members Chani Beeman, David T. Bristow, David E. Barnhart, <br />Eileen M. Teichert, Matthew Irving, Matthew E. Webb, Jack B. <br />Clarke, Jr., Art Angel, Thomas F. Miller, Tom P. Evans, Kristina <br />Zaragoza, Kimberly M. Mabon <br />ABSENT: None <br />STAFF PRESENT: Colleen Nicol, Susan Wilson, Elliott Min, and Nancy Aguilar-Crunk <br />Chair Clarke convened the meeting at 5 p.m. <br />ORAL COMMUNICATIONS FROM THE AUDIENCE <br />There was no one present wishing to address the Committee. <br />APPROVAL OF MINUTES <br />Following discussion, it was moved by Member Teichert and seconded by Member Angel <br />to approve the minutes of January 16, 2019, as presented. Motion carried unanimously. <br />VIDEOTAPING AND LIVE STREAMING OF CHARTER REVIEW COMMITTEE <br />MEETINGS <br />City Clerk Nicol reported that sufficient City resources are available for videotaping and <br />live streaming of Charter Review Committee meetings in the Mayor's Ceremonial Room <br />and will be done today and for future meetings. No formal action was required or taken. <br />CHARTER REVIEW COMMITTEE WORK PLAN OPTIONS <br />Following discussion of options for Committee work plans including Committee discussion <br />of Charter Articles; community forums; interviews with elected officials, Charter Officers, <br />and Department Heads; and Committee discussion of Charter amendment proposals, it <br />was moved by Member Webb and seconded by Member Evans to approve Option 2 as <br />outlined in the written materials and amending to include (1) Committee discussion of the <br />full Charter and two interviews on March 11, April 8, and June 10, 2019; and (2) adding <br />a specific agenda item for public comment on the Charter to each agenda. The motion <br />carried with all ayes and Member Riemer voting no. <br />CHARTER VS GENERAL LAW CITIES PRESENTATION <br />Stephen Deitsch, Esq., presented an overview of Charter vs General Law cities, <br />advantages/disadvantages of Charter cities, and model Charter components. No formal <br />action was required or taken. <br />1 <br />
