! <br /> <br />2 <br /> <br />3 <br /> <br />4 <br /> <br />5 <br /> <br />6 <br /> <br />7 <br /> <br />8 <br /> <br /> 9 <br /> <br /> 10 <br /> <br /> 11 <br /> <br /> 12 <br /> <br /> 13 <br /> <br /> 14 <br /> <br /> 15 <br /> <br /> 16 <br /> <br /> 17 <br /> <br /> 18 <br /> <br /> 19 <br /> <br />20 <br /> <br />21 <br /> <br />22 <br /> <br />23 <br /> <br />24 <br /> <br />25 <br /> <br />26 <br /> <br />27 <br /> <br /> RESOLUTION NO. 709 <br /> <br /> A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF <br /> RIVERSIDE, CALIFORNIA, WAIVING THE PROFESSIONAL CONSULTANT <br /> SELECTION PROVISIONS OF ADMINISTRATIVE MANUAL, POLICY NUMBER <br /> 11-4 AND AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE AN <br /> AMENDMENT TO A PROFESSIONAL SERVICES AGREEMENT FOR PLANNING <br /> AND ENVIRONMENTAL SERVICES IN THE MERGED DOWNTOWN AND <br /> AIRPORT INDUSTRIAL REDEVELOPMENT PROJECT AREA. <br /> <br /> WHEREAS, the Redevelopment Agency of the City of Riverside ("Agency") desires to <br /> expeditiously complete the environmental clearance of the Market Street improvements in the <br /> merged Downtown and Airport Industrial Redevelopment Project Area (the "Project Area"); and <br /> <br /> WHEREAS, KCT Consultants, Inc., (hereinafter "KCT") has experience in planning and <br /> environmental services; and <br /> <br /> WHEREAS, KCT's work has been ongoing under an existing Professional Services <br />Agreement dated May 24, 2002, and responsible environmental agencies have required additional <br />services which were not within the scope of the Professional Services Agreement, and KCT has <br />acquired specific knowledge and familiarity with environmental issues related to the Market Street <br />and Springbrook Wash infrastructure improvements and project; and <br /> <br /> WHEREAS, the Agency desires to enter into an amendment to the Professional Services <br />Agreement with KCT for additional planning and environmental services to include preparation of <br />necessary documents required for CEQA and NEPA compliance, remediation plans and obtaining <br />necessary regulatory permits and approvals; and <br /> <br /> WHEREAS, KCT is qualified and has agreed to perform such services; <br /> <br /> NOW THEREFORE, BE IT RESOLVED by the Redevelopment Agency of the City of <br />Riverside hereby: <br /> <br /> Section 1. That the above recitals are all true and correct. <br /> <br /> Section 2.
