The subject property is located within the Evergreen <br />Quarter Historic District and the DSP -AS -CR — Downtown Specific Plan - <br />Almond Street District and Cultural Resources Overlay Zones, in Ward 1. <br />Scott Watson, Associate Planner, presented the staff report. Oscar <br />Solares addressed the Board. There were no public comments. Following <br />discussion the Cultural Heritage Board determined that: 1) that Planning <br />Motion <br />X <br />Case P18-0773 is categorically exempt from the California Environmental <br />Second <br />X <br />Quality Act (CEQA) pursuant to Sections 15301 and 15331 because the <br />All Ayes <br />X <br />X <br />X <br />X <br />X <br />X <br />project is a minor alteration/addition to a historic resource that is consistent <br />with the Secretary of the Interior's Standards for the Treatment of Historic <br />Properties; and 2) Approved Planning Case P18-0773, based on the <br />findings outlined in the staff report, and subject to the staff recommended <br />conditions, thereby issuing a Certificate of Appropriateness. <br />Motion Carried <br />COMMUNICATIONS <br />ITEMS FOR FUTURE <br />AGENDAS AND UPDATE FROM THE HISTORIC <br />PRESERVATION OFFICER <br />Scott Watson notified the Board that "The Harbor" residence located at <br />3014 Pine Street was approved and adopted by the City Council at the <br />January 15, 2019 meeting, designating it as a City Landmark. <br />Mr. Watson updated the board regarding the Mills Act workshop that was <br />held on November 5, 2019. The workshop was successful, with 49 <br />members in attendance. Mr. Watson also updated the board on the current <br />number of Mills Act contracts and let them know that the amount of <br />reinvestment exceeded the amount of savings for property owners. <br />Board member Cuevas inquired as to how the workshop was marketed to <br />the public. <br />Mr. Watson informed the board that the Planning Division worked in <br />conjunction with the Neighborhood Engagement team to advertise through <br />avenues such as neighborhood groups, Nextdoor, and through networking <br />by Councilman Gardner. <br />Board Member Tobin asked about whether there would be another Mills <br />Act workshop held in March and suggested topics that should be <br />considered at said workshop. <br />APPROVED - Cultural Heritage Board Minutes — January 16, 2019 Page 2 of 4 <br />
