RESOLUTION NO. 708 A RESOLUTION OF THE RIVERSIDE REDEVELOPMENT AGENCY ESTABLISHING THE BASE YEAR ASSESSMENT ROLL IT PROPOSES TO USE FOR THE HUNTER PARK/NORTHSIDE REDEVELOPMENT AGENCY; AUTHORIZING THE TRANSMITTAL OF A MAP, BOUNDARY DESCRIPTION, AND A STATEMENT TO TAXING OFFICIALS AND AGENCIES; AUTHORIZING THE CIRCULATION OF A NOTICE OF PREPARATION FOR AN ENVIRONMENTAL IMPACT REPORT; AUTHORIZING PAYMENT OF A FILING FEE TO THE STATE BOARD OF EQUALIZATION; AND ADOPTING PLANNING COMMISSION RECOMMENDATIONS. WHEREAS, the Riverside Redevelopment Agency (the "Agency") is proposing to create the Hunter Park/Northside Redevelopment Project Area (the "Project Area"); and, WHEREAS, the Riverside Planning Commission (the "Planning Commission") was directed by the Riverside City Council (the "City Council") to select the boundaries of the Project Area from within the Survey Area designated by the City Council, and to formulate the Preliminary Plan for the redevelopment of the Project Area selected; and, WHEREAS, on December 5, 2002, the Planning Commission, in cooperation with the Agency and the City Council, designated the boundaries of the Project Area and adopted the Preliminary Plan for the redevelopment of said Project Area; and, WHEREAS, Section 33327 of the California Community Redevelopment Law (Health and Safety Code Section 33000 et seq.) (the "CRL") provides that the Agency shall transmit to certain taxing officials and agencies, and the State Board of Equalization, a map and description of the boundaries of the Project Area selected by the Planning Commission, together with a statement that a plan for the redevelopment of the area is being prepared; and, WHEREAS, Section 33328 of the CRL requires the Agency to advise such taxing officials and agencies of the base year assessment roll the Agency proposes to use for the allocation of taxes pursuant to Section 33670 of the CRL; and, WHEREAS, on December 5, 2002, the Planning Commission concurred with the list of topics from the initial study to be addressed in the Draft Environmental Impact Report and forwarded their recommendations to the lead agency, which, pursuant to Agency Resolution No. 632, is the Redevelopment Agency for the City of Riverside. NOW, THEREFORE, IT IS HEREBY RESOLVED by the Riverside Redevelopment Agency as follows:
