Scott Watson, Associate Planner, presented the staff report. <br />David Leonard, representing California Baptist University stated they were <br />in agreement with the recommended conditions with the exception of <br />condition 3. He requested that the expiration date be extended to three <br />(3) years instead of one (1). Following discussion the Cultural Heritage <br />Board: 1. Determined that Planning Case P18 -0569 is consistent with the <br />Motion <br />X <br />analysis in the Mitigated Negative Declaration adopted for the California <br />Second <br />X <br />Baptist University Specific Plan by City Council on March 26, 2013 under <br />All Ayes <br />X <br />X <br />X <br />X <br />X <br />X <br />Planning Cases P11 -0272 (GPA), P11 -0342 (SP), and P12 -0410 (RZ); <br />and 2. Approved Planning Case P18 -0569, based on the findings <br />summarized in the report and subject to the recommended conditions of <br />approval with modification to condition 3 — "If a building permit is not <br />issued, this approval will expire <br />in one three on October 17, 20-1 <br />years, -9 <br />2021; thereby issuing a Certificate of Appropriateness for the project. <br />Motion Carried <br />PLANNING CASE P18 -0578 — Landmark Designation, E.T. Wall Packing <br />House, 3280 Vine Street, Ward 1 <br />Proposed historic designation by Rick Scott of Corman Leigh Companies <br />to designate the E.T. Wall Packing House. Scott Watson, Associate <br />Planner, presented the staff report. Rick Scott, applicant stated he <br />concurred with the staff report. Following discussion the Cultural Heritage <br />Motion <br />X <br />Board recommended that the City Council: 1. Determine that Planning <br />Second <br />X <br />Case P18 -0578, City Landmark Designation, is categorically exempt from <br />All Ayes <br />X <br />X <br />X <br />X <br />X <br />X <br />the California Environmental Quality Act (CEQA) per Sections 15061(b)(3) <br />and 15308 of the CEQA Guidelines as it can be seen with certainty that <br />there is no possibility that the activity will have a significant effect on the <br />environment, said action is intended to preserve the historic character of <br />the building and site, and to provide notice of the historic status; and 2. <br />Approve Planning Case P18 -0578, based on the facts for findings and <br />found in the staff report and thereby designate E.T.
