Council Memorandum · Page 2 <br /> <br />The two Council Members in attendance at the Committee meeting raised concerns over the salary the City <br />was paying Mr. Jamriska and thus were not supportive of the Agreement extension. On October 31,2002, <br />the City Manager extended the term of the Mr. Jamriska's Agreement through November 23, 2002, to provide <br />the opportunity to address the concerns raised bythe Finance Committee. <br /> <br />The original Temporary Employment Agreement pays Mr. Jamriska $14,000 per month, equivalent to the <br />monthly salary and benefits paid to the prior Planning Director. The amendment you have before you tonight <br />would remunerate Mr. Jamriska at the rate of $89 per hour. To put Mr. Jamriska's hourly rate in context, <br />consultants hired by the City to work on projects such as the Downtown Specific Plan, Market Place Specific <br />Plan Update, and University Community Plan Update, charge between $100 and $175 per hour, with the <br />average rate being approximately $130 per hour. The proposed hourly rate is also well below the $100 per <br />hour rate Mr. Jamriska was recently paid by San Bernardino County to serve as their Interim Land Use <br />Services Director. San Bernardino County also separately paid his expenses, which are included in our rate. <br /> <br />Mr. Jamriska has done a superb job of leading the Planning Department during the past month and a half. <br />Listed below are examples of initiatives Mr. Jamriska is leading as part of his interim duties. In some cases, <br />these are projects that the Citywould normally seek outside assistance to implement and at an hourly rate <br />significantly higher that what we are paying Mr. Jamriska. <br /> <br />· Sign Ordinance update (this was to be a component of the General Plan update) <br />· General Plan update RFP process (Mr. Jamriska expanded the finalist list of firms based on his <br /> experience) <br />· Grading Ordinance modification (aligns the ordinance with Proposition R/Measure C intent and should <br /> reduce the number of variance requests needed in the RC Zone) <br />· Exterior Property Maintenance Amendment <br />· Plan review turnaround time monitoring program <br /> Increased delegation of responsibility and accountability to managers and staffwhich should improve <br /> the administrative review process <br />· Handling constituent concerns/issues <br /> <br />FISCAL IMPACT: <br /> <br />The Interim Planning Director will be paid $89 per hour. This is equivalent to the total salary and benefits <br />provided to the previous Planning Director. This expense will be absorbed within the Planning Department's <br />existing operating budget. <br /> <br />ALTERNATIVES: <br /> <br />The main alternative is to not to amend Mr. Jamriska's Temporary Employment Agreement for Interim <br />Planning Director services. <br /> <br />40-2 <br /> <br /> <br />
