CITY OF RIVERSIDE <br /> <br />CITY COUNCIL MEMORANDUM <br /> <br />~verside <br /> <br />AlbAmerica City <br /> <br />"People Serving <br />People" <br /> <br />HONORABLE MAYOR AND CITY COUNCIL <br /> <br />DATE: November 19, 2002 <br />ITEM NO: 39 <br /> <br />SUBJECT: ESTABLISHMENT OF A CITY CHARTER REVIEW COMMITTEE <br /> <br />BACKGROUND: <br />The recommendation of the Mayor and Council Members Salary Commission regarding <br />compensation for the Mayor and Council Members was considered and acted upon at a public <br />hearing at the regular meeting of the City Council on November 5, 2002. <br />The City Council granted an increase to the Mayor's salary as well as an increase to the salaries <br />of the respective seven-member legislative body. The members of the Salary Commission were <br />assigned a difficult task, which required a very time consuming review process and should be <br />commended for their efforts. <br />This recent action leads the way for the Mayor and City Council to consider other issues under the <br />purview of the City Charter that significantly impacts the constituency they represent throughout the <br />Riverside community. The opportunity to seriously review other relevant issues is now; therefore, <br />I recommend the creation of a City Charter Review Committee. <br /> <br />RECOMMENDATION: <br /> <br />That the City Council establish a nine-member City Charter Review Committee comprised of seven <br />individuals appointed by each member of the full City Council and two individuals appointed by the <br />Mayor to review specific issues of the City Charter. It is recommended that the Committee direct <br />its focus on such issues related to the election process, level of compensation and future salary <br />increases, part-time position verses full-time position as an elected official, and other legislative <br />body issues as recommended during the November 5, 2002, public hearing by individual Council <br />Members. <br /> <br />Prepared by: <br /> <br />City Council Member - Ward 4 <br /> <br />39 <br /> <br />FS/Ijr <br />g:\omb\user\lcou ncil\wdfiles\council repods\fscharterreviewcmte 11-19.02.doc <br /> <br /> <br />
