"People Serving
People"

CITY OF RIVERSIDE

CITY COUNCIL MEMORANDUM

Riverside

Ali-America City

1998

HONORABLE MAYOR AND CITY COUNCIL DATE: November 19, 2002

ITEM NO: 38

SUBJECT: ESTABLISHMENT OF A CITY OF RIVERSIDE AND COUNTY OF RIVERSIDE

COMMITTEE TO JOINTLY PLAN FOR THE WASHINGTON - ALESSANDRO

AREA

BACKGROUND:

The City Council recently approved an annexation and tract map proposal at its regular meeting
on November 5, 2002, which will allow development along Barton Street between Van Buren
Boulevard and Krameria Avenue located in the Washington - Alessandro area.

The County of Riverside Transportation Department expressed an interest to initiate a cooperative
planning effort to review development proposals in the areas that affect both the City of Riverside
(City) and the County of Riverside (County). A Memorandum of Understanding memorializing this
process was approved in 2001 between the City and County.

The County Board of Supervisors on October 28, 2002, approved a proposal submitted by
Supervisor Bob Buster to establish a committee to jointly plan for the Washington - Alessandro
area. A copy of the action taken by the County Board of Supervisors is attached for your
information.

A collaborated effort between the City and the County will allow both entities to adequately plan and
implement improvements to the transpodation system, environment, and other infrastructure that
effects all residents in this greater area of the Inland Empire.

RECOMMENDATION:

That the City Council join the County of Riverside in establishing a 10-member committee to plan
the Washington - Alessandro area. This area encompasses the area bounded approximately by
Washington Street to the west, Sycamore Canyon Boulevard on the east, and approximately one-
half mile from the City - County border to the south and to the north. The Committee shall include
five representatives from the city area of Riverside, and five representatives from the nearby -
unincorporated area of the County of Riverside.

38-1
