All of these activities would promote economic development in the proposed Project Area. ALTERNATIVES: To not approve the contract for professional services with GRC Redevelopment Consultants or direct staff to work with another consulting firm, either of which will result in missing critical deadlines in the plan formation process, thereby delaying project formation by one year. The Agency could also determine not to form the Hunter Park/Northside Redevelopment Project Area. COMMITTEE RECOMMENDATION-~: Staff presented this item to the Development Committee on November 7, 2002. Committee Member Moore was absent. The two Members who were present concurred in the suggested recommendations, and then moved this item forward for consideration by the Agency Board and City Council. PROPOSED AGENCY AND CITY COUNCIL RECOMMENDATIONS: That the Redevelopment Agency approve the attached Resolution waiving the professional consultant selection provisions of Administrative Manual, Policy Number 11-4, and authorize the Executive Director, or his designee, to execute a Professional Services Agreement with GRC Redevelopment Consultants for formation of the proposed Hunter Park/Northside Redevelopment Project Area. That the City Council: 1. Appropriate $135,000 from the Economic Development Reserve account no. 7235000-450100 to account no. 7235000-450183, Hunter Park Project Area Formation; and Adopt the attached resolution designating a redevelopment Survey Area for the proposed Hunter Park/Northside Redevelopment Project Area for study purposes; directing the Planning Commission of the City of Riverside to select Project Area boundaries; and directing the Planning Commission of the City of Riverside to formulate the Preliminary Plan for said Project Area.
