People Serving <br />People <br /> <br /> CITY OF RIVERSIDE <br /> <br />CITY COUNCIL MEMORANDUM <br /> <br />l~iverside <br /> <br />ill-America Cit~ <br /> <br />1998 <br /> <br />HONORABLE MAYOR AND CITY COUNCIL <br /> <br />DATE: November 19, 2002 <br /> <br />ITEM NO: 28 <br /> <br />SUBJECT: REQUEST FOR SPEED HUMPS ON RANCHO DRIVE <br /> <br />BACKGROUND: <br /> <br />Staff received a petition from residents living on Rancho Drive from Sedgwick Avenue to Alvarez Court, <br />requesting that the City install speed humps on their street to control speeding motorists. Rancho Drive is <br />a residential street. There are 16 properties located on this street section and 14 of the property owners (88 <br />percent) signed the petition. The minimum requirement is 70 percent. <br /> <br />In order for a street to qualify for speed humps the average daily traffic volume must be over 500 vehicles <br />and 30 percent of the motorists must exceed the posted speed limit by more than 5 miles per hour. Staff <br />conducted a traffic and engineering study and determined that all the requirements for speed humps are <br />satisfied. The study showed that the average daily traffic volume on Rancho Drive was 881 vehicles and that <br />48 percent of the motorists exceeded the 25-mph speed limit by more than 5 miles per hour. Based on this <br />study, staff recommends installing two (2) speed humps on Rancho Drive from Sedgwick Avenue to Alvarez <br />Court. <br /> <br />Notices were mailed to ail property owners and residents informing them that the Parking, Traffic and <br />Streets Commission would be considering their request for speed humps. On September 4, 2002, the <br />Parking, Traffic and Streets Commission approved staff's recommendation to install two (2) speed humps <br />on Rancho Drive from Sedgwick Avenue to AIvarez Court. <br /> <br />FISCALIMPACT: <br /> <br />The cost of installing speed humps is approximately $1,400 per speed hump. Residents are responsible for <br />25 percent of the cost, which is $350 per speed hump. Therefore, the cost to the residents would be $700. <br />The residents have submitted their share of the costs. The cost to the City would be $2,100. <br /> <br />ALTERNATIVES: <br /> <br />The City Council could deny the request for speed humps. <br /> <br />RECOMMENDATIONS: <br /> <br />That the City Council: <br /> <br />1. Approve the installation of two (2) speed humps on Rancho Drive from Sedgwick Avenue to AIvarez <br />Court. <br /> <br /> <br />
