FISCAL IMPACT: <br /> <br />There is no impact to the General Fund. Funding for this program has been included in the Asset Forfeiture <br />budget for FY 2002-2003. <br /> <br />ALTERNATIVES: <br /> <br />Discontinue use of rental vehicles for use in covert investigations. This alternative would inhibit the <br />Police Department's ability to conduct effective undercover investigations, and unnecessarily <br />jeopardize officer safety. <br /> <br />Open the competitive bidding process. This alternative is contrary to the best interests of the City, as <br />it would tend to bring undue attention to covert investigative techniques, and based upon informal <br />market research conducted by Police and Purchasing staff, is not likely to result in cost savings or <br />other advantage. <br /> <br />RECOMMENDATIONS: <br /> <br />That the City Council: <br /> <br />1. Adopt a resolution waiving the formal competitive bidding requirements of Resolution No. 17788. <br /> <br />Authorize the Purchasing Services Manager to issue an annual purchase order to Enterprise Rent- <br />A-Car for the balance of this fiscal year in the estimated amount of $60,000 drawn from the Asset <br />Forfeiture Account #3145200-423100 as being in the best interest of the City. <br /> <br />Chief of Police <br /> <br /> Approved as to form: <br /> <br />33o.
