People Serving <br />People <br /> <br /> CITY OF RIVERSIDE <br /> <br />CITY COUNCIL MEMORANDUM <br /> <br />Riverside <br /> <br />HONORABLE MAYOR AND CITY COUNCIL DATE: November 19, 2002 <br /> ITEM NO: 22 <br /> <br />SUBJECT: LIBRARY TUITION REIMBURSEMENT GRANT AWARD - SUPPLEMENTAL <br /> <br />APPROPRIATION <br /> <br />BACKGROUND: <br /> <br />The California State Library has awarded a Library Services and Technology Act (LSTA) grant in the <br />amount of $4,257 to the Riverside Public Library for tuition reimbursement. <br /> <br />The Library is committed to developing a quality workforce to serve the residents of the city. One of the <br />best sources of that workforce is the promotable employees within the organization. The Library uses the <br />Trainee classification to provide promotional experience to persons working to meet the qualifications of <br />the position. For the position of Librarian, a Master's Degree in Library and Information Science (MLIS) <br />is required. In California, there are only two university programs offering this degree. One is University <br />of California, Los Angeles (UCLA), the other is California State University, San Jose (CSUSJ) with a <br />satellite campus in Fullerton. <br /> <br />The California State Library encourages the completion of the MLIS by offering tuition reimbursement <br />through the Public Library Staff Education Program. This is a competitive program that invites <br />applications from staff working in public libraries and enrolled in an MLIS program. Librarian Trainee <br />Shannon Hammock, currently employed by the Library and enrolled in the CSUSJ program at Fullerton, <br />has been approved for a tuition reimbursement award for Fall 2002, Spring 2003 and Summer 2003 <br />semesters. The grant award is to be administered by the Library. <br /> <br />It may be noted that Shannon Hammock was awarded the Continuing Education Award by the City on <br />May 9, 2002. <br /> <br />FISCAL IMPACT: <br /> <br />There is no fiscal impact to the General Fund. <br /> <br />ALTERNATIVES: <br /> <br />None. <br /> <br />22-1 <br /> <br /> <br />
