People Serving <br />People <br /> <br /> CITY OF RIVERSIDE <br /> <br />AGENCY/COUNCIL MEMORANDUM <br /> <br />Riverside <br /> <br />1998 <br /> <br />HONORABLE MAYOR, CITY COUNCIL <br />AND AGENCY MEMBERS <br /> <br />SUBJECT: <br /> <br />BACKGROUND: <br /> <br />DATE: November 19, 2002 <br /> <br />ITEM NO: 18 <br /> <br />PUBLIC IMPROVEMENT PROJECT INVOLVING THE INSTALLATION OF A <br />TRAFFIC SIGNAL AT JASMINE STREET AND JURUPA AVENUE WITHIN THE <br />MERGED DOWNTOWN AND AIRPORT INDUSTRIAL REDEVELOPMENT <br />PROJECT AREA - ADDITIONAL APPROPRIATION <br /> <br />Pursuant to the Merged Downtown and Airport Industrial Redevelopment Project Area Implementation <br />Plan for Fiscal Years 2000-2001 through 2004-2005, the Redevelopment Agency would like to finance <br />$105,000 for the installation of a traffic signal at Jasmine Street and Jurupa Avenue. As stipulated in the <br />Implementation Plan, the Agency may provide assistance in the construction of needed improvements of <br />infrastructure in the Airport area. The Agency believes that the traffic signal is necessary to regulate <br />ingress and egress of the traffic created by surrounding businesses as well as maintain safe traffic flow at <br />Jasmine Street and Jurupa Avenue. This will serve to support the continued growth of new businesses <br />along with retention of existing businesses and jobs within the Project Area. <br /> <br />CURRENTISSUES: <br /> <br />The contributions of the Agency are in the amount of $105,000 for the installation of a traffic signal at <br />Jasmine Street and Jurupa Avenue. The City of Riverside's Public Works Department will design and <br />bid for construction of the traffic signal. <br /> <br />In addition, pursuant to Health and Safety Code Section 33445, the City Council and Redevelopment <br />Agency are required to adopt resolutions making certain findings regarding the construction and <br />installation of the public improvements within the Merged Downtown and Airport Industrial <br />Redevelopment Area. <br /> <br />FISCALIMPACT: <br /> <br />Sufficient funds are available in the Downtown/Airport fund balance account number 0000478-298000 to <br />appropriate $105,000 for the traffic signal at Jasmine Street and Jurupa Avenue. <br /> <br />ALTERNATIVES: <br /> <br />The Agency may elect to not approve the installation of a new traffic signal within the project area. <br />However, by overlooking the traffic conditions within this portion of the project area, the Agency goal of <br />eliminating blight and stimulating economic growth within the Merged Downtown and Airport Industrial <br />Redevelopment Project Area would not be served. <br /> <br />COMMITrEE RECOMMENDATION-? <br /> <br />Staff presented this item to the Development Committee on November 7, 2002. With two committee <br />members present and Member Moore absent, the committee concurred in the suggested <br />recommendations and then moved this item forward for consideration by the Agency Board. <br /> 18-1 <br /> <br /> <br />
