CITY OF RIVERSIDE <br /> <br /> City Council Memorandum <br />People" 1~8 <br /> <br />Riverside <br /> <br />HONORABLE MAYOR AND CITY COUNCIL <br /> <br />DATE: November 19, 2002 <br /> <br />ITEM NO.: <br /> <br />SUBJECT: ANNEXATION REQUESTS <br /> <br />BACKGROUND: <br /> <br />Planning staff has received a number of requests to initiate the annexation process for property <br />located within the City's Northerly, Easterly and Southerly Spheres of influence (see Exhibit 1). <br />These requests have been initiated by property owners proposing the annexation to acquire City <br />services for existing or future development on the property. The primary reason for annexation <br />requests is to obtain sewer connections from the City for development that cannot be served by <br />septic tanks. These annexation requests are at various stages of review which can be placed in <br />three general categories. These categories include; (1) annexation requests that have recently <br />been filed; (2) annexation requests that are currently being studied in preparation for possible <br />Planning Commission/City Council review; and (3) annexation requests that have been reviewed <br />by the City Planning Commission/City Council and are now pending review by the Local Agency <br />Formation Commission (LAFCO). Due to the large number of these annexation requests and the <br />significant amount of staff time that is required to process these cases staff is requesting that the <br />Council review these requests and concur in a plan of action for processing them. <br /> <br />Annexation requests that have recently been filed include the following: <br /> <br />ANNEXATION 88 - GATEWAY - This annexation area includes approximately 320 acres within <br />the County's approved Gateway Specific Plan located on the northeast side of Interstate 215, <br />easterly of Watkins Drive. The Gateway Specific Plan includes up to 259 multiple family dwelling <br />units on 16.2 acres, up to 294 single family dwelling units on 81.2 acres, approximately 92.8 acres <br />proposed to be developed with office/commercial uses, a church school and public facility located <br />on 19.5 acres, 75.7 acres proposed for open space areas and two parks, 26.3 acres for streets <br />and 6 acres for Department of Water Resoumes California Aqueduct easement. The annexation <br />area also includes the City's existing 2 acre Ross Reservoir/Booster site. Staff work on phase one <br />of the annexation containing approximately 103 acres was initiated in February 1999, however, <br />this case has been on hold waiting for additional information from the developer. The developer <br />has recently submitted a revised annexation request for the entire 320 acre project. <br /> <br />TWO TREES ANNEXATION - This annexation area includes approximately 12.4 acres located <br />at the easterly terminus of Two Trees Road and easterly of Galaxie Heights Road. The area <br />contains a City water tank, 5 dwelling units and approximately 9 registered voters. Planning staff <br />is reviewing the request to determine if the application meets the minimum requirements for <br />registered voters and ownership to begin the annexation process. <br /> <br />17-1 <br /> <br /> <br />
