People Serving <br />People <br /> <br /> CITY OF RIVERSIDE <br />CITY COUNCIL MEMORANDUM <br /> <br />Riverside <br /> <br />All-America City <br /> <br />1998 <br /> <br />HONORABLE MAYOR AND CITY COUNCIL <br /> <br />DATE: November 19, 2002 <br /> <br />ITEMNO: ' 9 <br /> <br />SUBJECT: APPLICATION FOR A VEHICLE FOR HIRE PERMIT - RIVERSIDE ACTION <br /> MEDICAL TRANSPORTATION: PUBLIC HEARING <br /> <br />BACKGROUND: <br /> <br />The applicant, Riverside Action Medical Transportation is a new firm, which is a partnership consisting of <br />Jose Randy Junar Zorilla and Agnes Zorilla (husband and wife). The applicant wishes to apply for a <br />Vehicle for Hire Permit to operate a non-emergency medical transport business based at its office in <br />Moreno Valley. A copy of the application and pertinent documents are included as Attachment to this <br />report. <br /> <br />The applicant proposes to start the business with one transport van equipped with a hydraulic lift that will <br />make the van wheelchair accessible. Both Mr. and Mrs. Zorilla will be authorized to drive the van, <br />although Mr. Zorilla will be the principal driver. <br /> <br />Mrs. Zorilla has worked as medical transport driver for the past two years for Action Medical <br />Transportation in Los Angeles. She has also worked as medical record technician for nearly four years. <br />A schedule of proposed rates is included with the application in the Attachment to this report. <br /> <br />A public hearing before the City Council is required pursuant to Section 5.40.060 of the Riverside <br />Municipal Code (RMC), prior to any Council action on the permit application. This application, if <br />approved by City Council, will further grow the transport services network to serve the disabled in the <br />Riverside community. Staff recommends approval of the application of Riverside Action Medical <br />Transportation provided that the applicant meets City requirements. <br /> <br />FISCAL IMPACT: <br /> <br />There is expected to be little if any impact on the City. <br /> <br />ALTERNATIVES: <br /> <br />Do not approve this application. There are currently six companies possessing Vehicle for Hire <br />Permits to operate non-emergency medical transport vans or; <br /> <br />2.
